A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, AUTHORIZING
THE MAYOR TO EXECUTE CONTRACT NO COO8.21 WITH HART CROWSER, INC.
FOR THE 2O2L.2023 THIRD PARTY GEOTECHNICAL AND HYDROGEOLOGICAL
CONSULTING SERVICES.
WHEREAS, consistent with Chapter 39.80 RCW, on October 12, 2020, the City of Port
Orchard Public Works Department prepared a Request for Qualifications (RFQ for the Third
Party Geotechnical and Hydrogeological Review and identified qualified firms on the MRSC
professional services consultant roster; and
WHEREAS, the City then issued a Request for Proposal from the most qualified firm Hart
Crowser, lnc., and on November 25,2O2O, the City received a Proposal from the firm for the
202I-2023 Third Party Geotechnical and Hydrogeological Consulting Services; and
WHEREAS, staff negotiated a contract for services including fees with the Hart Crowser,
lnc., and finalized a professional services agreement on Decemb er 7 ,202O,2020; and
WHEREAS, on December 8, 2020, Public Works Staff completed the Bidder
Responsibility Checklist for Hart Crowser, lnc.; and
WHEREAS, the Port Orchard City Council, at the 201-5 recommendation of the State
Auditor's Office, wishes to document their consultant selection process as described above for
this particular contract by resolution; now, therefore,
THE C|TY COUNCTL OF THE CtTy OF PORT ORCHARD, WASHTNGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: lt is the intent of the Port Orchard City Council that the recitals set forth above are
hereby adopted and incorporated as findings in support of this Resolution.
THAT: The Port Orchard City Council approves of and authorizes the Mayor to execute
Contract No. C00B-21 with Hart Crowser, lnc. for 2O2t-2023 Third Party Geotechnical
and Hydrogeological consulting services.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested
