031-18 - Ordinance - Establish a Standarized Utility Fund Structure and Create New Enterprise FundsoRDtNANCE NO. 031-18 AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASH NGTON, TO ESTABLISH A STANDARDIZED UTILITY FUND STRUCTURE AND CREATE NEW ENTERPRISE FUNDS; PROV DING FOR SEVERABILITY AND PUBL CATION; AND SETTING AN EFFECT VE DATE. WHEREAS, from time to time, the City establishes or repeals fund designations to improve usefulness and understandability of city fund balance information, and provide more clearly defined categories to make the nature and extent of the constraints placed on fund balance more transparent; and WHEREAS, The Budget Accounting Reporting System (BARS) requires common terminology and classification consistently throughout the budget, the accounts, and the financial reports of each fund; and WHEREAS, prior to the 20L9-2O2O Biennial Budget process the City Finance Committee requested that the Water Sewer and other Utility Funds' structure be reviewed and evaluated to identify if there could be gained efficiencies, accountability and transparency; and WHEREAS, during the 2OL9-202O Biennial Budget process the City Finance Director identified changes to existing funds and general ledger account descriptions along with the need to establish Funds contemplated in the 2OL9-2O20 Biennial Budget; now, therefore, THE C TY COUNC L OF THE C TY OF PORT ORCHARD, WASH NGTON, DO ORDA N AS FOLLOWS: SECTION 1. There is here by created a fund to be known as the "Water Operating Fund." This fund will account for and report financial resources related to the operations of the Water portion of the Water Sewer Utility. SECTION 2. There is hereb y created a fund to be known as the "Water Stabilization Fund" into which monies will be placed as designated by the City Council. Disbursement from said Fund by the Finance Director shall be made in accordance with financial policies and upon proper authorization by City Council. SECTI ON 3. There is here by created a fund to be known as the "Water Capital Fund." This fund wil! account for and report financial resources related to the construction of capital improvements for the Water portion of the Water Sewer Utility. SECTI oN 4.There is hereby created a fund to be known as the "Water Debt Service Ordinance No.031-L8 Page 2 of 3 Fund." This fund will account for and report financial resources related to Debt Service for the Water portion of the Water Sewer Utility. SECT ON 5. There is hereby created a fund to be known as the "Sewer Operating Fund." This fund will account for and report financial resources related to the operations of the Sewer portion of the Water Sewer Utility. There is hereby created a fund to be known as the "Sewer Stabilization Fund" into which monies will be placed as designated by the City Council. Disbursement from said Fund by the Finance Director shall be made in accordance with financial policies and upon proper authorization by City Council. SECT ON 7. There is hereby created a fund to be known as the "Sewer Capital Fund." This fund will account for and report financial resources related to the construction of capital improvements for the Sewer portion of the Water Sewer Utility. SECTION 8. There is hereby created a fund to be known as the "Sewer Debt Service Fund." This fund will account for and report financia! resources related to Debt Service for the Sewer portion of the Water Sewer Utility. SECTION 9. There is hereby created a fund to be known as the "Storm Drainage Stabilization Fund" into which monies will be placed as designated by the City Council. Disbursement from said Fund by the Finance Director shall be made in accordance with financial policies and upon proper authorization by City Council. SECT ON 10. There is hereby created a fund to be known as the "Storm Drainage Debt Service Fund." This fund will account for and report financial resources related to Debt Service for the Storm Drainage Utility. SECT ON 11. For accounting and reporting purposes the Storm Drainage Capital Facilities Fund is renamed Storm Drainage Capital Fund. Severabilitv. !f any section, sentence, clause or phrase of this Ordinance should be held to be unconstitutional or unlawful by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of this Ordinance. SECT ON 13. Public ation. Thi s Ordinance shal! be published by an approved summary consisting of the title. sEcTroN 14.Effect ive Date. This Ordinance shall take effect and be in full force and effect five days after publication, as provided by law.
