AN ORD NANCE OF THE C W OF PORT ORCHARD, WASHINGTON,
ADOPT NG THE 2Ot9-2O20 BIENNIAL BUDGET; PROV DING FOR
SEVERAB LITY AND PUBL CATION; AND SETTING AN EFFECTIVE DATE.
WHEREAS, the preliminary budget for the 2OL9-2O2O biennium, available
October L6,2OL8, was submitted to the City Council; and
WHEREAS, the City Council held a comprehensive work study session on the
2OL9-2020 preliminary budget on October 16, 2018; and
WHEREAS, the full Council was invited to meet on October 19, 2018 to conduct
department interviews and discuss the preliminary budget to make final
recommendations; and
WHEREAS, the Council Finance Committee and two additional council members
met on October lg, 2018 and conducted department interviews and discussed the
preliminary budget to make final recommendations to the full Council; and
WHEREAS, the two remaining councit members met on October 24, 2018 and
discussed the preliminary budget as well as the City Council recommendations from the
October L9,2Ot8 meeting; and
WHEREAS, the city council held a public hearing on revenue sources on october
23,2OL8; and
WHEREAS, the City Council acted to adopt the 20L9 Property Tax Levy on
October 23,2OL8; and
WHEREAS, a Notice of Hearing was published on November 2, 2OL8, and
November 9, 2018, in the Port Orchard lndependent newspaper stating the 2OL9-2O2O
preliminary budget was on file with the City Clerk and copies could be obtained at the
Finance Department, and inviting the public to attend and/or submit written comments
at the public hearing held November L3, 2018; and
WHEREAS, the City Council held a public hearing on November t3, 2OL8
regarding the preliminary budget for the 2019-2020 biennium, seeking public input on
city priorities, public safety enhancements, cultural and recreational opportunities, and
other public services; and
WHEREAS, the City Council held a work study session on November 20,2OL9 to
provide final comments and direction to staff on the 2OL9-2O20 budget; and

WHEREAS, a copy of the 2OL9-2020 preliminary budget has been on file with the
City Clerk and copies available from the Finance Department for examination by the
public during the time it was considered by the city Councit; and
WHEREAS, this Ordinance represents the 2OL9-2O20 comprehensive biennial
final budget, setting forth in summary form the totals of estimated revenues and
appropriations of each separate fund and the aggregate totals of all such funds
combined; and
WHEREAS, a complete copy of the final budget as adopted shalt be transmitted
to the State Auditor and to the Association of Washington Cities per RCW 35.34. L2O;
now, therefore,
