029-16 - Ordinance - Amending the Budget for 2016ORDINANCE NO. 029-16 AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON, AMENDING THE BUDGET FOR THE YEAR 2016 AS ADOPTED BY ORDINANCE NO. 031-15 TO RECOGNIZE EXPENDITURES AND REVENUES NOT ANTICIPATED AT THE TIME OF THE ADOPTION OF THE 2016 BUDGET WHEREAS, the City of Port Orchard adopted its 2016 Budget in Ordinance No. 031-15; and which was subsequently amended by Ordinances No. 016-16; and WHEREAS, the City desires to keep current on budget amendments; and WHEREAS, it is necessary to make adjustments to accounts and/or funds by means of appropriation adjustments that could not have been anticipated at the time of passage of the 2016 Budget, as provided in RCW 35.33.091 and RCW 35.33.121; and WHEREAS, there is a need for additional workspace, due to increase in activity caused by recent annexations, grant writing, new projects, and increased permitting that results in overcrowding for staff and customer needs, and a commercial building became available for purchase in close proximity of city hall, fulfilling the need for additional office space as identified by an outside consultant; an additional $241,500 is provided from Real Estate Excise Tax Fund No. 109 to Capital Construction Fund No. 302 for the acquisition and purchase of 720 Prospect Street, Port Orchard Washington; and WHEREAS, certain building improvements and office equipment is needed to furnish the soon to be purchased 720 Prospect Street office building, which costs are more properly considered a general government expense, and there is a need to supplement the 2016 budget for these purposes, $58,500 is provided from General Fund No. 001 to Capital Construction Fund No. 302 for certain improvements and office equipment; and WHEREAS, certain computer equipment and improvements are needed for the soon to be purchased 720 Prospect Street office building, an additional $12,700 is provided from Cumulative Reserve for Equipment Replacement Fund No. 303 to Capital Construction Fund No. 302 for certain improvements and computer equipment; now, therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION 1. The 2016 Budget is amended to reflect the following: Ordinance No. 029-16 Page 2 of 3 (1) Estimated Appropriations: a) $241,500 from Real Estate Excise Tax Fund No. 109 to Capital Construction Fund No. 302 for the acquisition and purchase of 720 Prospect Street. b) $58,500 from General Fund No. 001 to Capital Construction Fund No. 302 for certain improvements to 720 Prospect Street and office furnishings. c) $12,700 from Cumulative Reserve for Equipment Replacement Fund No. 303 to Capital Construction Fund No. 302 for certain computer equipment and improvements to 720 Prospect Street. Section 2. Severability. If any section, sentence, clause or phrase of this Ordinance should be held to be unconstitutional or unlawful by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of this Ordinance. Section 3. Publication. This Ordinance shall be published by an approved summary consisting of the title. Section 4. Effective Date. This Ordinance shall take effect and be in full force and effect five days after publication, as provided by law.
