030-15 - Ordinance - Amending the Budget for 2015Introduced by: City Treasurer Requested by: Council Finance Committee Drafted by: City Treasurer First Reading: November 24, 2015 Second Reading: December 8, 2015 Adopted: December 8, 2015 ORDINANCE NO.030-15 AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON, AMENDING THE BUDGET FOR THE YEAR 2015 AS ADOPTED BY ORDINANCE NO. 020-14 TO RECOGNIZE EXPENDITURES AND REVENUE NOT ANTICIPATED AT THE TIME OF THE ADOPTION OF THE 2015 BUDGET. WHEREAS, the City of Port Orchard adopted its 2015 Budget in Ordinance No. 020-14 which was subsequently amended by Ordinances No. 005-15, 010-15, and 018-15; and WHEREAS, the City desires to keep current on budget amendments; and WHEREAS, it is necessary to make adjustments to accounts and/or funds by means of appropriation adjustments that could not have been anticipated at the time of passage of the 2015 Budget, as provided in RCW 35.33.091 and RCW 35.33.121; and WHEREAS, increased prisoner boarding resulted in an unanticipated $137,000 in incarceration expenses; and WHEREAS, RCW 70.48.130 requires that all jail inmates receive appropriate and cost- effective emergency and necessary medical care, and payment for such emergency or necessary health care shall be by the city when inmates lack adequate resources, while allowing reimbursement procedures from the confined person for the cost of such medical services, and the City incurred such expense in the amount of $34,000; and WHEREAS, the City passed Ordinance No 016-10 and Ordinance No. 026-11 that directs a collection of a Capital Facilities charge deposited in the Water Sewer Utility Fund No. 401, $80,000 is transferred to Cumulative Reserve for Water Sewer Fund No. 403 to build up reserves to be expended for the betterment and improvements of the utilities, with debt service, maintenance and operation to be funded as necessary; and WHEREAS, the City purchased water in excess of what was originally budgeted due to Well No. 6 and Well No. 9 being offline at times, an additional $164,0000 in the Water Sewer Utility Fund No. 401; and Ordinance 030-15 Page 2 of 2 WHEREAS, the City received Sales and Use Tax in an amount greater than 2015 projected collection, and wishes to recognize the amount for budget purposes; now, therefore THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION 1. The 2015 Budget is amended to reflect the following: (1) Estimated Appropriations: a. $137,000 from Current Expense Fund No. 001 for incarceration expenses. b. $34,000 from Current Expense Fund No. 001 for prisoner medical expense. c. A transfer of $80,000 from Water Sewer Utility Fund No. 401 to Water Sewer Cumulative Reserve No. 403 for Capital Facilities collected as a portion of the Water Sewer rate. d. $164,000 from Water Sewer Utility Fund No. 401 for purchased water. (2) Estimated Revenues: a. $120,000 to Current Expense Fund No. 001 from current year Sales and Use Tax collection. SECTION 2. This ordinance shall be in full force and effect five (5) days after posting and publication as required by law. A summary of this Ordinance may be published in lieu of the entire ordinance, as authorized by State Law.
