THE MAYOR TO EXECUTE CONTRACT NO. CO53-19 W TH ROBINSON NOBLE,
NC. FOR THE 2019 - 2O2O ESSB 5091 FOSTER PILOT PROJECT SERVICES AND
DOCUMENT NG PROFESSIONAL SERVICES PROCUREMENT PROCEDURES
WHEREAS, on July 25,2OL9, the City of Port Orchard Public Works Department
published a Request for Qualifications (RFQ) for the ESSB 5091 'Foster Pilot Project' Streamflow
Augmentation/Restoration, Net Ecological Benefits and Hydrogeological Services; and
WHEREAS, by the August 9, 2OL9 deadline, the City's Public Works Department received
one (1) Statement of Qualification (SOQ) from a qualified firm; and
WHEREAS, on August L3, 2OL9, Staff notified Robinson Noble, lnc. that they were
selected as the responsive firm and to develop a Scope and Budget Proposal; and
WHEREAS, on August L4, 2OL9 City Staff completed the Mandatory Bidder
Responsibility Checklist for the qualified firm; and
WHEREAS, on August L4,2079, the City's Public Works Department received a viable
Proposal from Robinson Noble, lnc.; and
WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State
Auditor's Office, wishes to document their consultant selection process as described above for
this particular contract by Resolution, now, therefore;
THE CITY COUNC L OF THE CIW OF PORT ORCHARD, WASH NGTON, HEREBY RESOTVES
AS FOLLOWS:
THAT: The Port Orchard City Council approves Contract 053 -19 with Robinson Noble,
lnc. for the ESSB 6091 'Foster Pilot Project' Streamflow Augmentation/Restoration, Net
Ecologica! Benefits and Hydrogeological Services and adopts the "Whereas" statements
contained herein, as findings in support of the City's consultant selection procurement
procedures.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested
by the CIerk in authentication of such passage this 10th day of Septemb er 2OL9.
