A RESOLUTION OF THE CITY OF PORT ORCHARD, WASH NGTON, AUTHORIZ NG
THE MAYOR TO EXECUTE A CONTRACT W TH BECKWITH CONSULT NG GROUP,
FOR AN UPDATE TO THE C TY,S COMPREHENSIVE PARKS PLAN AND
ADDITIONAL PARKS AND RECREATION PROFESSIONAL SERV CES, AND
DOCUMENT NG PROFESSIONAL SERVICES PROCUREMENT PROCEDURES.
WHEREAS, on September 6, 2OL9, the City of Port Orchard Department of Community
Development (DCD) published a Request for Proposals (RFP) - Personal Services for an update
to the City's Comprehensive Parks Plan; and
WHEREAS, by the September 27, 2079 deadline, DCD received two (21 RFPs from
qualified firms; and
WHEREAS, on October 74,2OL9, a panel including representatives from DCD, the City
Council, the City's Planning Commission, the City's Public Works Department, and the general
community interviewed both qualified firms; and
WHEREAS, based on interview scoring, on October 15, 2OL9, DCD selected Beckwith
Consulting Group for the project award and then met to discuss, clarify and develop a final
project scope, budget and timeline; and
WHEREAS, on November 5, 2OL9, Beckwith Consulting Group provided DCD with a final
project scope, budget and timeline; and
WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State
Auditor's Office, wishes to document their consultant selection process as described above for
this particular contract by Resolution; now, therefore,
THE C W COUNC L OF THE C W OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The Port Orchard City Council approves a contract with Beckwith Consulting Group for
an update to the city's Comprehensive Parks Plan and additional parks and recreation
professional services, and adopts the "Whereas" statements contained herein, as findings in
support of the City's consultant selection procurement procedures.
