A RESOLUT ON OF THE C TY OF PORT ORCHARD, WASHINGTON, APPROVING
CONTRACT NO. CO76-18 W TH SCARSEL1A BROTHERS, NC. FOR THE WELL #13
SITE PREPARATION PROJECT AND DOCUMENT NG THE PROCUREMENT
PROCEDURES.
WHEREAS, on October 26, 2018 and November 2, 2OL8, the City's Public Works
Department Advertised in the Port Orchard lndependent, the City's Webpage, the Daily Journal
of Commerce and uploaded the Bid Documents to the Washington Builder's Exchange, with a
November 28, }OLB Bid Due Date; and
WHEREAS, on November 28,2OL8 bythe L2:OO PM Bid deadline, the City Clerk received
and opened nineteen (19) Sealed Bids, with Scarsella Brother, lnc. determined initially to be the
apparent responsive Low Bid; and
WHEREAS, on December 3, 20L8, upon completion of the Bid Tabulation and Bidder
Responsibility Checklist, it was determined that Scarsella Brothers, lnc. provided the lowest
responsive and qualified Bid Proposal for the Well #13 - Site Preparation Project; and
WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State
Auditor's Office, wishes to document their selection/procurement process as described above
for this particular contract by Resolution; now, therefore,
THE C TY COUNC t OF THE CITY OF PORT ORCHARD, WASH NGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The City Council approves Contract No. O76-L8 with Scarsella Brothers, lnc. for
the Well #13 - Site Preparation Project and adopts the "Whereas" statements contained
herein, as findings in support of the City's selection and procurement procedures.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and
attested by the City Clerk in authentication of such passage on this 1,1th day of December 2018.
