A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, AUTHORIZING
THE MAYOR TO EXECUTE CONTRACT NO C031-17 WITH EXELTECH
CONSULTING, INC. FOR THE BAY STREET PEDESTRIAN PATHWAY SEGMENT #3
2017 CONSTRUCTION ADMINISTRATION/CONSTRUCTION MANAGEMENT AND
DOCUMENTING ARCHITECTURAL & ENGINEERING SERVICES PROCUREMENT
PROCEDURES
WHEREAS, on January 13 and January 20, 2017, the City of Port Orchard Public Works
Department published a Request for Qualifications (RFQ) for the Bay Street Pedestrian Pathway
Segment #3 Construction Administration/Construction Management (CA/CM); and
WHEREAS, by the February 3, 2017 deadline, the City's Public Works Department
received only one (1) Statement of Qualifications from a qualified firm; and
WHEREAS, on February 14, 2017, the City's Public Works Department and a
representative from WSDOT Highway & Local Programs held an interview with the qualified
consulting firm and scored the firms interview, and based upon the qualifications received and
the interview process, selected Exeltech Consulting, Inc. for the CA/CM Project; and
WHEREAS, on February 23, 2017, both the City and WSDOT met with Exeltech
Consulting, Inc. to discuss and clarify the Projects CA/CM Scope and Timeline; and
WHEREAS, on March 23, 2017, pursuant to the draft CA/CM Scope of Services and
Estimate prepared by the City's Public Works Department, Exeltech Consulting, Inc. provided
the City with a CA/CM Proposal and Contract; and
WHEREAS, on April 13, 2017, upon review and concurrence of the CA/CM Scope and
Estimate by WSDOT Highway and Local Programs, a Local Agency A&E Professional Services
Cost Plus Fixed Fee Consultant Agreement was provided to the City; and
WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State
Auditor's Office, wishes to document their consultant selection process as described above for
this particular contract by Resolution; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The Port Orchard City Council approves Contract 031-17 with Exeltech
Consulting, Inc. for the Bay Street Pedestrian Pathway Segment #3 - 2017
Construction Administration/ Construction Management and adopts the "Whereas"
statements contained herein, as findings in support of the City's consultant selection
procurement procedures.
