A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON APPROVING A
CONTRACT WITH MAKERS ARCHITECTURE AND URBAN DESIGN, INC. FOR THE
PORT ORCHARD DESIGN GUIDELINES PROJECT AND DOCUMENTING THE
ARCHITECTURAL AND ENGINEERING SERVICES PROCUREMENT CONSULTANT
SELECTION PROCEDURES.
WHEREAS, pursuant to RCW 39.80, the City of Port Orchard's Public Works Department
annually publishes the general Request for Qualifications (RFQ) for professional engineering,
surveying, architecture, structural design and related services for the Professional Services
Roster; and
WHEREAS, on March 30, 2016, the city reviewed its MRSC hosted consultant roster
under the main categories of Architectural Services, Communication and Media Services,
Design and Planning, and Miscellaneous Services and under the subcategories of Site Planning
and Design, Streetscape Improvement, Public Involvement Process and Support, Community
Planning, Design Guidelines, Development Regulations, Codes and Zoning, Land Use Planning,
Sign Regulations, Sub Area Planning, Urban Design, Urban Planning, Waterfront Planning, and
Meeting Facilitation and the roster returns 7 results; and
WHEREAS, after a review of the Statements of qualifications provided by each of the 7
firms and available for viewing through the City's roster, the City conducted a scoring process
and determined that Makers Architecture and Urban Design was the most qualified firm for the
project; and
WHEREAS, after selecting Makers Architecture and Urban Design as the most qualified
firm for the project, pursuant to RCW 29.80.050 (1), the city negotiated a contract for the Port
Orchard Design Guidelines Project; and
WHEREAS, the City Council, at the recommendation of the State Auditor's Office in
2015, wishes to document their Professional Services Consultant Selection Process for all
Projects by Resolution; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The City Council approves a Contract with Makers Architecture and Urban
Design, Inc. for the Port Orchard Design Guidelines project, not to exceed $39,845 and
adopts the "Whereas" statements contained herein as findings in support of the City's
consultant selection procurement procedures.
