023-17 - Resolution - Contract with Aqua Terra Cultural Resource Consultants for Assessment of McCormick Village ParkRESOLUTION NO. 023-17 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON APPROVING CONTRACT NO. C017-17 WITH AQUA TERRA CULTURAL RESOURCE CONSULTANTS FOR COMPLETION OF AN ARCHAEOLOGICAL ASSESSMENT ADDENDUM FOR MCCORMICK VILLAGE PARK PHASE 2 WHEREAS, the City of Port Orchard's Public Works Department annually publishes the general Request for Qualifications (RFQ) for professional engineering, surveying, architecture, structural design and related services for the Professional Services Roster; and WHEREAS, on March 4, 2016, the city reviewed its MRSC hosted consultant roster under the main category of Miscellaneous Services and under the subcategories of Archaeology/Anthropology and Tribal Issues and the roster returned 34 results; and WHEREAS, from the first identified, a review of the statements of qualification allowed the city to narrow the list of possible candidates down to 3 including Aqua Terra Cultural Resource Consultants, ASM Affiliates, and Willamette Cultural Resources Associates, Ltd; and WHEREAS, the city sent a Request for Proposals to Aqua Terra Cultural Resource Consultants, ASM Affiliates, and Willamette Cultural Resources Associates, Ltd on March 4, 2016; and WHEREAS, all three firms responded to the Request for Proposals; and WHEREAS, all three proposals demonstrated a similar level of qualification however the fee proposed by Aqua Terra Resources was the lowest; and WHEREAS, After selecting Aqua Terra Resource Consultants as the most qualified firm for the project to prepare an archaeological Assessment for McCormick Village Park Phase 2, pursuant to RCW 29.80.050 (1), the city prepared a contract for the Archaeological Assessment for McCormick Village Park phase 2 project and approved the contract on April 12, 2016; and WHEREAS, After completion of the work specified in the contract with Aqua Terra Resources Consultants, the City made revision to the McCormick Village Park plans which were not reflected in the archaeological report; and WHEREAS, This inconsistency between the archaeological report and the park plans was identified by the US Army Corps of Engineers as an item requiring an update in order to process the City's permit application; and Resolution No. 023-17 Page 2 of 2 WHEREAS, an addendum to the original report to reflect the changes to the City's plans is required and such an addendum can only be prepared by the report's original author; and WHEREAS, the City Council, at the recommendation of the State Auditor's Office in 2015, wishes to document their Professional Services Consultant Selection Process for all Projects by Resolution; now, therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: THAT: The City Council approves Contract No. C017-17 with Aqua Terra Resource Consultants for the Archaeological Assessment for McCormick Village Park Phase 2 project, not to exceed $2,079 and adopts the "Whereas" statements contained herein as findings in support of the City's consultant selection procurement procedures. PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested by the City Clerk in authentication of such passage on this 25th day of April, 2017.
