A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROVING
CONTRACT NO. C038-17 WITH HDR ENGINEERING, INC. FOR THE 2017-2018
WELL NO. 9 WATER QUALITY RETROFIT CONSTRUCTION PHASE -
CONSTRUCTION SUPPORT AND DOCUMENTING ARCHITECTURAL &
ENGINEERING SERVICES PROCUREMENT PROCEDURES.
WHEREAS, pursuant to RCW 39.80, the City of Port Orchard's Public Works Department
annually publishes the general Request for Qualifications (RFQ) for professional engineering,
surveying, architecture, structural design and related services for the Professional Services
Roster; and
WHEREAS, on June 3, 2013 the City of Port Orchard transitioned to the MRSC
Consultant Roster database, but still publishes annually the general Request for Qualifications
(RFQ) for the Professional Services Roster; and
WHEREAS, on May 9, 2017 the City of Port Orchard's Public Works Department selected
three (3) qualified firms from the City's current Professional Services Roster (Exhibit A attached)
for the Main Category; Engineering Services and Sub-Category; Civil Engineering, Mechanical
Engineering and Pump Station Design & Rehabilitation - Municipal Water Systems; and
WHEREAS, on May 10, 2017, the City's Public Works Department reviewed, scored and
ranked the three (3) MRSC-posted Statements of Qualifications (SOQ), whereby HDR
Engineering, Inc., having been selected in 2015 as the most qualified firm for the design phase,
was selected as the most qualified professional services engineering firm for the Project; and
WHEREBY, on May 13, 2017, the City's Public Works Department received an acceptable
Scope of Services and Fee Proposal (dated 6/2/2017) from HDR Engineering, Inc.; and
WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State
Auditor's Office, wishes to document their consultant selection process as described above for
this particular contract by resolution; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The City Council approves Contract No. C038-17 with the HDR Engineering, Inc.
for the 2017-2018 Well No. 9 Water Quality Retrofit Construction Phase - Construction
Support and adopts the "Whereas" statements contained herein, as findings in support
of the City's consultant selection procurement procedures.

PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and
attested by the City Clerk in authentication of such passage on this 27th day of June 2017.
