A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROVING
SMALL WORKS CONTRACT NO. C040-17 WITH NORTHWEST CASCADE, INC. FOR
THE 2017 MCCORMICK WOODS ANNUAL SEPTIC TANK PUMPING PROJECT AND
DOCUMENTING THE SMALL PUBLIC WORKS ROSTER PROCUREMENT
PROCEDURES.
WHEREAS, and as performed annually since 2013, on January 2, 2017, the Municipal
Research and Services Center of Washington (MRSC) advertised on behalf of participating local
government agencies within Washington State (including the City of Port Orchard), for the 2017
MRSC Small Public Works Roster; and
WHEREAS, on May 3, 2017, pursuant to RCW 39.04.155, the City's Public Works
Department established a list of qualified contractors from the 2017 Small Works Roster (see
Resolution Exhibit A attached) for the Main Category -Septic System and Sub-Category -Septic
Tank Cleaning/Pumping; and
WHEREAS, on May 3, 2017 and pursuant to Resolution No. 009-15, Section 4. Limited
Public Works Process, the City's Public Works Department performed email Requests for Quote
for the McCormick Woods Annual Septic Tank Pumping Project from all MRSC Small Works
Roster Contractors; and
WHEREAS, on May 15, 2017, the City's Public Works Department received one (1) Bids,
whereby Northwest Cascade, Inc. provided the lowest qualified Proposal for the McCormick
Woods Annual Septic Tank Pumping; and
WHEREAS, on May 23, 2017, the City's Public Works Department completed the MRSC
Mandatory Bidder Responsibility Checklist on Northwest Cascade, Inc.; and
WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State
Auditor's Office, wishes to document their selection/procurement process as described above
for this particular contract by Resolution; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The City Council approves Contract No. 040-17 with Northwest Cascade, Inc. for
the 2017 McCormick Woods Annual Septic Tank Pumping Project and adopts the
"Whereas" statements contained herein, as findings in support of the City's
selection/procurement procedures.

the City Clerk in authentication of such passage on this 13th day of June, 2017.
