RESOLUTION NO. 049-17
A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROVING
SMALL WORKS CONTRACT NO. C055-17 WITH PUGET PAVING &
CONSTRUCTION FOR 2017-2018 ROADWAY ASPHALT REPAIR PROJECT AND
DOCUMENTING THE SMALL PUBLIC WORKS ROSTER PROCUREMENT
PROCEDURES.
WHEREAS, and as performed biannually since 2013, on January 2nd and June 5th, 2017
the Municipal Research and Services Center of Washington (MRSC) advertised on behalf of
participating local government agencies within Washington State (including the City of Port
Orchard), for the 2017 MRSC Small Public Works Roster; and
WHEREAS, on September 8, 2017, pursuant to RCW 39.04.155, the City’s Public Works
Department established a list of qualified contractors from the 2017 Small Works Roster (see
Resolution Exhibit A attached) for the Main Category – Roadway Construction, Repair and
Maintenance and Sub-Category – Asphalt Pavement Roadways; and
WHEREAS, on September 8, 2017 and pursuant to Resolution 019-17- Procurement
Policies & Procedures, Section 5 – Bid Procedures – Small Works Bid Procedures, the City’s
Public Works Department performed email Requests for Proposal for roadway asphalt repair
from all MRSC Small Works Roster Contractors; and
WHEREAS, on September 19, 2017 the City’s Public Works Department received three
(3) Bids, whereby Puget Paving & Construction provided the lowest qualified Proposal for the
roadway asphalt repair services; and
WHEREAS, on September 20, 2017, the City’s Public Works Department completed the
MRSC Mandatory Bidder Responsibility Checklist on Puget Paving & Construction; and
WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State
Auditor’s Office, wishes to document their selection/procurement process as described above
for this particular contract by Resolution; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The City Council approves Contract No. 055-17 with Puget Paving & Construction
for the 2017-2018 Roadway Asphalt Repair Project and adopts the “Whereas”
statements contained herein, as findings in support of the City’s selection/procurement
procedures.
