A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, REPEALING
RESOLUTION NO. 075-16, WHICH ALLOWED THE PUBLIC WORKS DEPARTMENT
TO SOLE SOURCE THEIR POTABLE WATER MANGANESE TREATMENT NEEDS
WITH ATEC SYSTEMS, INC.
WHEREAS, the City of Port Orchard is needing to address the treatment of Manganese
within several groundwater sources of their potable water system(s); and
WHEREAS, on November 22, 2016, the Port Orchard City Council adopted Resolution
No. 075-16, thereby allowing the City's Public Works Department to 'sole source' Manganese
treatment of the City's potable water system(s) with ATEC Systems, Inc.; and
WHEREAS, it was determined that the acquisition process whereby ATEC Systems, Inc.
was determined to be the City's 'sole source' for water treatment of Manganese was not in
compliance with the City's current Procurement Policy and Procedures (Resolution No. 019-17);
and
WHEREAS, no Contracts and/or Agreements have been executed with ATEC Systems,
Inc.; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The City Council adopts a Resolution, thereby repealing Resolution No. 075-16,
which allowed the City's Public Works Department to 'sole source' the City's potable
water treatment of Manganese with ATEC Systems, Inc.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested by
the City Clerk in authentication of such passage on this 22nd day of August, 2017.
