A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROVING
CONTRACT NO. C002-17 WITH EMILY RUSSELL LANDSCAPE ARCHITECTURE FOR
THE 2017 WATERFRONT PARK PLANNING PROJECT AND DOCUMENTING
ARCHITECTURAL & ENGINEERING SERVICES PROCUREMENT PROCEDURES.
WHEREAS, pursuant to RCW 39.80, the City of Port Orchard's Public Works Department
annually publishes the general Request for Qualifications (RFQ) for professional engineering,
surveying, architecture, structural design and related services for the Professional Services
Roster; and
WHEREAS, on June 3, 2013 the City of Port Orchard transitioned to the MRSC
Consultant Roster database, but still publishes annually the general Request for Qualifications
(RFQ) for the Professional Services Roster; and
WHEREAS, on December 7, 2016 the City of Port Orchard's Public Works Department
selected three (3) qualified firms from the City's current Professional Services Roster (Exhibit A
attached) for the Main Category; Architectural Services, Design and Planning and Sub-Category;
Site Planning & Design, Streetscape Improvement, Community Planning, Comprehensive
Planning, Design Guidelines, Feasibility Studies, Land Use Planning, Parking Analysis and Design,
Recreation Planning, Roadway, Bikeway and Walkway Design, Urban Design and Waterfront
Planning; and
WHEREAS, the City's Public Works Department then scored and selected Emily Russell
Landscape Architecture, being determined as the most qualified professional services
engineering firm for the project; and
WHEREAS, on January 10, 2017, the City's Public Works Department received a
satisfactory Proposal for Landscape Architecture Services for the Port Orchard Marina Park
Enhancement and the Pocket Park at Rockwell; and
WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State
Auditor's Office, wishes to document their consultant selection process as described above for
this particular contract by Resolution; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:

THAT: The City Council approves Contract No. C002 -17 with Emily Russell
Landscape Architecture for the 2017 Waterfront Park Planning Project
and adopts the "Whereas" statements contained herein, as findings in
support of the City's consultant selection procurement procedures.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested by
the City Clerk in authentication of such passage on this 24th day of January, 2017.
