A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROVING
SMALL WORKS CONTRACT NO. CO26-17 WITH HOLT SERVICES, INC. FOR THE
2017 WELL NO. 8 PUMP REPLACEMENT PROJECT AND DOCUMENTING THE
SMALL PUBLIC WORKS ROSTER PROCUREMENT PROCEDURES
WHEREAS, and as performed annually since 2013, on January 2, 2017, the Municipal
Research and Services Center of Washington (MRSC) advertised on behalf of participating local
government agencies within Washington State (including the City of Port Orchard), for the 2017
MRSC Small Public Works Roster; and
WHEREAS, on February 24, 2017, pursuant to RCW 39.04.155, the City's Public Works
Department established a list of qualified contractors from the 2017 Small Works Roster (see
Resolution Exhibit A attached) for the Main Category; Water Facility Construction, Repair &
Maintenance and Sub -Category; Pump Installation, Inspection and Maintenance; and
WHEREAS, on March 3, 2017 and pursuant to Resolution No. 009-15, Section 4. Limited
Public Works Process, the City's Public Works Department performed email Requests for Quote
for the Well No. 8 Pump and Motor Replacement Project from all MRSC Small Works Roster
Contractors; and
WHEREAS, on March 14, 2017, the City's Public Works Department received three (3)
Bids, whereby Holt Services, Inc. provided the lowest qualified Proposal for the Well No. 8
Pump and Motor Replacement Project; and
WHEREAS, on March 15, 2017, the City's Public Works Department completed the
MRSC Mandatory Bidder Responsibility Checklist and confirmed that Holt Services, Inc.
understood that they need to obtain a valid City Business License; and
WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State
Auditor's Office, wishes to document their selection/procurement process as described above
for this particular contract by Resolution; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:

THAT: The City Council approves Contract No. 026-17 with Holt Services, Inc. for the
2017 Well No. 8 Pump and Motor Replacement Project and adopts the "Whereas"
statements contained herein, as findings in support of the City's selection/procurement
procedures.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested by
the City Clerk in authentication of such passage on this 28th day of March, 2017.
