A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROVING
CONTRACT NO. C012-16 WITH PARAMETRIX FOR THE 2016 - BETHEL PAVING
CONSTRUCTION ENGINEERING SERVICES AND DOCUMENTING THE
ARCHITECTURAL AND ENGINEERING SERVICES PROCUREMENT CONSULTANT
SELECTION PROCEDURES
WHEREAS, pursuant to RCW 39.80, the City of Port Orchard's Public Works Department
annually publishes the general Request for Qualifications (RFQ) for professional engineering,
surveying, architecture, structural design and related services for the Professional Services
Roster; and
WHEREAS, in 2013, the City of Port Orchard transitioned to the MRSC Professional
Services Roster; and
WHEREAS, on March 25, 2014 the City of Port Orchard's Public Works Department
issued a Request for Qualification (RFQ) for the 2014 Bethel Avenue Grind -out and HMA Design,
Bid -Support and Construction Administration Services to six (6) professional services engineering
consulting firms, using the 2014 MRSC Professional Services Roster and by the April 4, 2014
deadline, only one (1) RFQ was received, that being a team -submittal by Parametrix Engineering
and NL Olson & Associates, Inc.; and
WHEREAS, on May 13, 2014, the City of Port Orchard executed Contract No. C051-14
with Parametrix for the 2014 Bethel Avenue Grind -out and HMA Engineering Design Services,
Bid Support and Construction Administration Services; and
WHEREAS, on February 3, 2015 (due to Project delay), the City of Port Orchard issued a
change order to Parametrix for the additional contract time required for the continued Bethel
Avenue Grind -out and HMA Design, Bid -Support and Construction Administration Services
(Schedule C only); and
WHEREAS, for the 2016 completion of the Bethel Avenue Project (Design Modification,
Bid -Support and Construction Administration Services), the City requires Parametrix (Engineer
of Record) to develop updated Ad Ready Bid Documents, provide Bid Support and Construction
Administration Services; and
WHEREAS, upon verification of the 2016 MRSC Professional Services Roster (Exhibit A),
pursuant to RCW 39.80, Port Orchard's Public Works Department determined that Parametrix is
the most qualified engineering firm to continue the Project; and

WHEREAS, the City Council, at the recommendation of the State Auditor's Office in
2015, wishes to document their Professional Services Consultant Selection Process for all
Projects by Resolution; Now, Therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The City Council approves Contract No. C012-16 with Parametrix for the 2016
Bethel Avenue Project completion and adopts the "Whereas" statements contained herein as
findings in support of the City's consultant selection procurement procedures.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and
attested by the City Clerk in authentication of such passage on this 23rd day of February, 2016.
