A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON APPROVING
CONTRACT NO. CO21-16 WITH GEOENGINEERS, INC FOR THE PREPARATION OF
A PHASE ONE ENVIRONMENTAL ASSESSMENT RELATED TO THE PURCHASE OF
PROPERTY UNDER A GRANT FROM THE STATE RECREATION CONSERVATION
OFFICE
WHEREAS, the City of Port Orchard's Public Works Department annually publishes the
general Request for Qualifications (RFQ) for professional engineering, surveying, architecture,
structural design and related services for the Professional Services Roster; and
WHEREAS, the city reviewed its MRSC hosted consultant roster seeking qualified firms
to prepare a phase 1 environmental assessment; and
WHEREAS, from the identified, a review of the statements of qualification allowed the
city to narrow the list of possible candidates down to 3 including Robinson Noble, Landau
Associates, and GeoEngineers; and
WHEREAS, the city sent a request for Statements of Qualification to Robinson Noble,
Landau Associates, and GeoEngineers on January 15, 2016; and
WHEREAS, GeoEngineers was the only firm to respond to the request for statements of
qualifications; and
WHEREAS, The City determined that GeoEngineers was the most qualified firm for the
project based on the statement of qualifications submitted; and
WHEREAS, the City Council, at the recommendation of the State Auditor's Office in
2015, wishes to document their Professional Services Consultant Selection Process for all
Projects by Resolution; Now, Therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The City Council approves Contract No. CO21-16 with GeoEngineers, Inc. for the
preparation of a phase 1 environmental assessment not to exceed $4,500 and adopts the
"Whereas" statements contained herein as findings in support of the City's consultant selection
procurement procedures.

attested by the City Clerk in authentication of such passage on this 23rd day of February, 2016.
