019-16 - Resolution - Contract with Jones and Jones Architects and Landscape for McCormick Village Park Phase 2RESOLUTION NO.019-16 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON APPROVING A CONTRACT WITH JONES AND JONES ARCHITECTS AND LANDSCAPE ARCHITECTS, INC. FOR MCCORMICK VILLAGE PARK PHASE 2 DESIGN PROJECT AND DOCUMENTING THE ARCHITECTURAL AND ENGINEERING SERVICES PROCUREMENT CONSULTANT SELECTION PROCEDURES WHEREAS, pursuant to RCW 39.80, the City of Port Orchard's Public Works Department annually publishes the general Request for Qualifications (RFQ) for professional engineering, surveying, architecture, structural design and related services for the Professional Services Roster; and WHEREAS, on September 23, 2015, the city reviewed its MRSC hosted consultant roster under the main category of Landscape Architecture and under the subcategories of Park Planning and Design and Playground Planning and Design and the roster returns 35 results; and WHEREAS, from the first identified, a review of the statements of qualification allowed the city to narrow the list of possible candidates down to 5 including AHBL, BCRA, Jones and Jones, Otak, and SVR; and WHEREAS, the city sent a request for Statements of Qualification to AHBL, BCRA, Jones and Jones, Otak, and SVR n September 23, 2015; and WHEREAS, Jones and Jones Architects and Landscape Architects was the only firm to respond to the request for statements of qualifications; and WHEREAS, The City determined that Jones and Jones Architects and Landscape Architects was the most qualified firm for the project based on the statement of qualifications submitted; and WHEREAS, The City's Public Properties Committee unanimously recommended the selection of Jones and Jones Architects and Landscape Architects as the most qualified firm for the project; and WHEREAS, After selecting Jones and Jones Architects and Landscape Architects as the most qualified firm for the project, pursuant to RCW 29.80.050 (1), the city negotiated a contract for the McCormick Village Park phase 2 project; and WHEREAS, The City's Land Use Committee on February 17, 2016 unanimously recommended approval of the attached contract not to exceed $151,500; and Resolution No. 019-16 Page 2 of 2 WHEREAS, the City Council, at the recommendation of the State Auditor's Office in 2015, wishes to document their Professional Services Consultant Selection Process for all Projects by Resolution; Now, Therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: THAT: The City Council approves a contract with Jones and Jones Architects and Landscape Architects, Inc. for the McCormick Village Park Phase 2 projects not to exceed $151,500 and adopts the "Whereas" statements contained herein as findings in support of the City's consultant selection procurement procedures. PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested by the City Clerk in authentication of such passage on this 23rd day of February, 2016.
