A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROVING
CONTRACT NO. CO24-16 WITH RICE FERGUS MILLER, INC. FOR THE 2016 CITY
HALL REPAIR AND EXPANSION ASSESSMENT AND DOCUMENTING THE
ARCHITECTURAL AND ENGINEERING SERVICES PROCUREMENT CONSULTANT
SELECTION PROCEDURES
WHEREAS, pursuant to RCW 39.80, the City of Port Orchard's Public Works Department
annually publishes the general Request for Qualifications (RFQ) for professional engineering,
surveying, architecture, structural design and related services for the Professional Services
Roster; and
WHEREAS, in 2013, the City of Port Orchard transitioned to the MRSC Professional
Services Roster; and
WHEREAS, for the 2016 City Hall Repair and Expansion Assessment, the City's Public
Works Department selected three (3) Architectural Firms from the 2016 MRSC Consultant
Roster, being Rice Fergus Miller, Inc., BCRA, Inc. and Miles Yanick & Co. (see Exhibit A); and
WHEREAS, upon verification of the 2016 MRSC Professional Services Roster and an
additional Qualifications review and scoring process in compliance with RCW 39.80, Port
Orchard's Public Works Department determined that of the 3 firms solicited from the 2016
Roster, Rice Fergus Miller, Inc. was the most qualified firm for this project; and
WHEREAS, the City Council, at the recommendation of the State Auditor's Office in
2015, wishes to document their Professional Services Consultant Selection Process for all
Projects by Resolution, now, therefore;
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The City Council approves Contract No. CO24-16 with Rice Fergus Miller, Inc. for
the 2016 City Hall Repair and Expansion Assessment and adopting the "Whereas" statements
contained herein, as findings in support of the City's consultant selection procurement
procedures.
