A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROVING
CONTRACT NO. C048-16 WITH IMS INFRASTRUCTURE MANAGEMENT SERVICES,
LLC (IMS) FOR THE 2016 PAVEMENT MANAGEMENT SERVICES ADA
IMPLEMENTATION PROJECT AND DOCUMENTING ARCHITECTURAL &
ENGINEERING SERVICES PROCUREMENT PROCEDURES
WHEREAS, on March 11 and March 18, 2016 and pursuant to RCW 39.80, the City of
Port Orchard's Public Works Department published a Request for Qualifications (RFQ) in the
Daily Journal of Commerce for Professional Architectural and Engineering Services for the 2016
Pavement Management Plan Implementation Project; and
WHEREAS, by the March 28, 2016 submittal deadline, the City of Port Orchard Public
Works Department received Statement of Qualifications (SOQ) from five (5) qualified
professional services/engineering firms: and
WHEREAS, City's Public Works Department reviewed and scored the SOQ'.s and selected
the IMS Infrastructure Management Systems, LLC (IMS) and the Transportation Solutions, Inc.
(TSI) Project Team for the task, being determined to be the most qualified professional services
engineering firm; and
WHEREAS, on April 28, 2016, the City met with the IMS/TSI Project Team to define the
project scope and budget, whereby a satisfactory Professional Services proposal was submitted
to the City on May 17, 2016; and
WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State
Auditor's Office, wishes to document their consultant selection process as described above,for
this particular contract by Resolution; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES
AS FOLLOWS:
THAT: The City Council approves a contract with IMS Infrastructure Management
Systems, LLC for the 2016 Pavement Management Plan Implementation Project and adopts the
"Whereas" statements contained herein, as findings in support of the City's consultant
selection procurement procedures.

the City Clerk in authentication of such passage on this 24th day of May, 2016.
