A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, ALLOWING
THE PUBLIC WORKS DEPARTMENT TO SOLE SOURCE THEIR POTABLE WATER
MANGANESE TREATMENT NEEDS WITH ATEC SYSTEMS, INC.
WHEREAS, the City of Port Orchard is needing to address the treatment of Manganese
within several groundwater sources of their potable water system(s); and
WHEREAS, on March 13, 2015 and April 17, 2015, the Public Works Department
discussed with the 2015 Utility Committee the need to provide Manganese treatment and the
reasoning behind the request to 'sole source' Manganese treatment of the City's potable water
system(s) with ATEC Systems, Inc.; and
WHEREAS, the reasons to 'sole source' the City's potable water treatment of
Manganese with ATEC Systems, Inc. are as follows; 1) ATEC Systems, Inc. is a long standing local
vendor that provides reliable, cost -competitive treatment systems , 2) current City Staff has
operational knowledge of both the ATEC Systems, Inc. Manganese Treatment System and their
Staff, 3) the City needs to implement Manganese Treatment at several City sources (Well # 10/
13, the Well #9 Retrofit and new Well #12) and having more than one vendor is operationally
problematic, and 4) the ATEC system is easily expandable, allowing the city to incrementally
install treatment capacity as growth occurs; and
WHEREAS, on March 24, 2015, the Public Works Department confirmed with the
Department of Health, their ability to 'sole source' Manganese treatment with ATEC Systems,
Inc. and received their support to do so; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS
FOLLOWS:
THAT: The City Council adopts Resolution No. 075-16, thereby allowing the City of Port
Orchard Public Works Department to 'sole source' the City's potable water treatment of
Manganese with ATEC Systems, Inc.
