Festival of Chimes and Lights Committee Minutes
October 19, 2015; 3:30 p.m. at City Hall
Members present: Chair Lucarelli and City staff Brandy Rinearson. Guests present: Al Mahaney and
Sharron King, Fathoms O’ Fun; Sheila Cline, Jingle Bell Run; Kathleen Wilson, Port Orchard Library;
Kathy Garcia, Port of Bremerton; Terry Bontrager, Saints Car Club; Bobbie Stewart; POBSA; and Sharon
Allen, Port Orchard Independent (POI).
CHIMES AND LIGHTS MEETING:
Theme- “A Dickens of A Christmas”
Tree Lighter- Still is being determined.
Sound System-Being presented to Council for approval-Gordon Sound System.
Public Event Application-Approved.
Advertising-Committee and staff will work with Port Orchard Independent for advertising the event.
Organizations/contributions for 2015 C&L Festival:
Arthritis Foundation-Jingle Bell Run-Everything confirmed.
POBSA – Will be having window decorating contest, coloring contest, prizes, and working with merchants
for specials and keeping stores open.
Fathoms O' Fun - Fire pits, Candy Canes, Sleigh, Hay, & Santa Photos- Confirmed.
Port Orchard Chamber of Commerce - Pooch N' Purr Parade-in the works of being planned.
Port Orchard Library - Kids Activities, music, story time and theme is StarWars.
The Sidney Museum –Log cabin open.
Kitsap Bank- Popcorn and Cider-Has confirmed their participation.
Port Orchard Independent-Will need publishing dates for ads and date for brochures to be printed. She
will work with Chair to get the dates.
The Dance Gallery –No update.
Port of Bremerton Port Orchard Marina- They are on board, doing boat contest and offering free
moorage for the weekend, plus electricity fee. Office will be open for open house and will be serving light
refreshments.
Sinclair Inlet Yacht Club – They are on board and advertising their event.
Olympic Peninsula Antique Tractor Club – On board.
Saints Car Club – Chair is waiting for the Club’s board to see if other events conflict with our event and
will get back to us if they can participate this year.
Church Groups: All confirmed
Knights of Pythias-Hot Coco, Tea, and Coffee
Heritage Foursqure-Chili
Calvary Church- Hot Coco, Tea, and Coffee
School & Church Music Groups: - Confirm the School is on board.
SKHS Marching Band-Confirmed

EPO Elementary School-Confirmed
Kitsap Community Choral-Confirmed
Dragonfly Movie Theater –Bobbie will reach out to them and see if they are participating.
Pick out Christmas tree, setup, and take down- Confirmed.
Put up City garland, wreaths, and lights – Confirmed- decorating the week before Thanksgiving. Staff will
check on inventory of lights for decorating City Hall. And will reach out to Wave to assist with hanging the
garland.
City Hall:
Budget review and update- Within budget, no new expenses.
Deadline for Distribution of brochure:
South Kitsap School District –Kathleen will ask School District on how they can help advertise the
event.
Kitsap Bank-Will include a line on their statements and will have the brochure at all branches.
City utility bills-Staff and Chair are working on the revised brochure for submittal.
A&W-Staff will print flyer in-house and prepare them for distribution.
Event Application deadline- N/A
LTAC Application deadline -Staff submitted application.
Chair Lucarelli inquired about the Bay Street Pedestrian Bridge being done in time for the event, it would
be nice to have lights up for them, if it is.
There being no further business, Chair Lucarelli adjourned the meeting at 4:02 p.m.

The next meeting Monday, November 16, 2015, at 3:30 p.m. at City Hall.
