Festival of Chimes and Lights Committee Minutes
May 16, 2016; 3:30 p.m. at City Hall
Members present: Chair Lucarelli, Councilmember Donlin and City staff Brandy Rinearson, Jenine Floyd,
and Bill Thiele. Guests present: Sheila Cline, Jingle Bell Run; Kathleen Wilson, Port Orchard Library;
Bobbie Stewart, POBSA; Terry Bontrager and Mark Fessenden, Saints Car Club; Bill, Sinclair Inlet Yacht
Club; and Kathy Garcia, Port of Bremerton.
Committee members discussed how difficult it can be to track attendees, which is a State requirement
when using lodging tax funds. The Sinclair Yacht Club provided the Committee a list of zip codes they
had for their voting of the best decorated boats. The committee talked about ways to get more people
to participate in voting to help with tracking the zip codes.
Discussion: City Christmas Garland and Wreaths:
Chair Lucarelli said the condition of our garlands and wreaths is deteriorating. They have been patched
together, but Public Works is having a hard time with what is left.
The Committee discussed the options of purchasing all new garlands and wreaths; only replacing at
certain intersections; or make repairs to the existing ones.
Clerk Rinearson will look into pricing the light strands to weave into the garland, and will also request
funding for replacing the garland in the 2017 budget.
Discussion: Live vs. Artificial Christmas Tree in Front of City Hall
The Committee spoke of the three options for a tree in front of City Hall; buy an artificial tree; buy a real
tree; or plant a 16 foot tree. Bill Thiele noted storage would be an issue with an artificial tree. It was
determined that Committee will not pursue purchasing an artificial tree due to pricing and storage, and
will also wait to hear back from a couple local tree farms on the ability of having a large enough tree.
Chair Lucarelli would like to advertise for someone to donate a tree; with the understanding the tree
must be in good condition and easily accessible.
Discussion: Theme for 2016
Chair Lucarelli provided several ideas for the Chimes and Lights theme. After a brief discussion, ‘The
Sounds of Christmas’ was chosen as the theme.

In addition, the Committee discussed future Chimes and Lights events and options for entertainment and
decorations; and obtaining large tents or covers for the performers during rainy weather. Clerk Rinearson
was tasked with looking at costs to purchase the tents and see if it is an allowable expense for lodging tax
funds.
Discussion: 2016 Honorary Tree Lighter
Chair Lucarelli noted we are accepting suggestions for the honorary tree lighter.
In addition, the Committee discussed issuing passes for volunteers; last year’s attendance; and taking
photos of the event.
There being no further business, Chair Lucarelli adjourned the meeting at 4:34 p.m.
