01/23/2017 - MinutesCity of Port Orchard 216 Prospect Street, Port Orchard, WA 98366 (360) 876-4407 • FAX (360) 895-9029 Festival of Chimes and Lights Committee Minutes Monday, January 23, 2017; 3:30 p.m. at City Hall Members present: Chair Lucarelli, Councilmember Donlin and City staff Jenine Floyd. Guests present; Rich Peterson, Sound Publishing; Bobbie Stewart; POBSA, and Kathleen Wilson, Port Orchard Library. 2016 Festival of Chimes & Lights Review Tents: Kathleen Wilson noted the tent used for the choirs was also used for the Jingle Bell Run. It was very windy last year and it was difficult to maneuver. She asks if the City can purchase a 10x20 tent that can be used for the choirs and also for other events. In addition, it was noted that the City may want to contribute money for the canopy that is used for people in line for the hayrides. Garbage/Dumpsters: Staff Floyd was asked to contact Waste Management and see about getting a dumpster for the Festival. Chair Lucarelli suggested adding the extra dumpster to the City for that week which could help to pay back the Arthritis Foundation for the use of their tent. Pet Parade: Bobbie Stewart said the pet parade went very well and asked about eliminating the $5.00 cost. The committee discussed options of having the parade sponsored so there would be no charge. The committee discussed how well attended the event was and said everything seemed to go smoothly. Also discussed how great the coverage was in the Port Orchard Independent. New Holiday Decorations Chair Lucarelli said there is $7,000 in the budget this year for new decorations. She provided pictures of Port Townsend who have big white snowflake lights down their streets. The committee discussed not purchasing new garland for across the street and using lights instead. It was mentioned to purchase side decorations like the snowflakes. The committee did like the idea of having new decorations with a lot of color. Staff Floyd will provide vendor quotes and brochures/magazines from a couple different vendors at the next Chimes and Lights meeting. JLARC Reporting: Chair Lucarelli said she took several pictures of the event which can be used to determine how many people attended. Kathleen Wilson had mentioned that around 2,000 were in the library throughout the day. Also, the Sinclair Inlet Yacht Club can be contacted for the zip codes of attendees; the Comfort Inn for how many people stayed overnight; and the Port of Bremerton for how many boats were moored for the event. Chair Lucarelli estimated about 6,000 to 7,500 people attended the Festival. Chair Lucarelli said the amount is used for advertising. 2017 Kitsap Bank Community Partner Program Approval/Photo and Story Contributions Chair Lucarelli said we need to send some testimonials and pictures to Kitsap Bank and asked if Kathleen Wilson could contact one of the winners of the coloring contest, and the choirs, and ask permission to use their picture and provide a short story. It was also mentioned that Fathoms O’ Fun Festival could be contacted for pictures with Santa. Miscellaneous: The committee discussed contacting the High School or Olympic College to see if their students would be willing to volunteer to make a video of the Festival for one of their projects. Bobbie Stewart also suggested contacting Merlyn Lehmkuhl with Fathoms O’ Fun as he takes pictures for the organization.
