Committee Minutes
Monday, February 27, 2017; 3:30 p.m. at City Hall
Members present: Chair Lucarelli, Councilmember Donlin and City staff Brandy Rinearson, Jenine Floyd,
George Thompson and Bill Thiele. Guests present: Dave Jeffcoat; Kitsap Bank, Bobbie Stewart; POBSA,
Kathleen Wilson; Port Orchard Library, Terry Bontrager; Saints Car Club, and Sharron King; Fathoms O’
Fun Festival Inc.,
Bay Street Lighting Partnership / Holiday Lighting
Chair Lucarelli noted discussions have been held to potentially partner with the Port Orchard Bay Street
Association (POBSA) to help with the purchase of decorative light strands which would be hung over Bay
Street year round.
Dave Jeffcoat said they might need to hire a contractor to attach lights and decorations to the buildings.
He also provided a bid he received from American Lighting Company for the lights.
The committee discussed how many lights/bulbs might be needed; pricing; responsibilities of changing
decorations and lights; different color options for decorations and lights; where to hang and place the
lights and decorations; and how much the City pays for the lights during the holiday season.
C&L/JBR Shared Services – Tent/Dumpster/Port Potties:
Chair Lucarelli noted that Sheila Cline with the Arthritis Foundation/Jingle Bell Run, had said the Jingle
Bell Run would continue to provide the tent that could also be used for the choirs.
City staff Rinearson said they are reaching out to Waste Management to ask if they can provide an
additional container for the event.
City staff will reach out to a couple companies and see if they want to be a sponsor. Chair Lucarelli will
reach out to Sheila Cline with Arthritis Foundation/Jingle Bell Run to see if we need to add more porta-
potties. Committee discussed locations of restrooms during events.
Additional Topics:
The committee briefly discussed replacing the tree in front of City Hall with an artificial tree; planting a
tree; and having someone donate a tree again this year.

There being no further business, Chair Lucarelli adjourned the meeting at 4:30 p.m.
