02/27/2019 - MinutesCity of Port Orchard 216 Prospect Street, Port Orchard, WA 98366 (360) 876-4407 • FAX (360) 895-9029 Festival of Chimes and Lights Committee Minutes Wednesday, February 27, 2019; 3:30 p.m. at City Hall Members present: Chair Lucarelli and City staff Bill Thiele and Jenine Floyd. Guests present: Bobbie Stewart, POBSA; Sharron King, Fathoms O’ Fun; and James Weaver; Port of Bremerton. Tree Decorating Contest Staff Floyd provided a draft reservation and application form that she is still completing and briefly discussed the information on the form. Chair Lucarelli noted many people have said they would like to reserve their same planter again. Ms. Stewart would like to get some of the dates finalized so they know when they can start putting lights up. The committee and guests talked about the tree contest; how long to keep the trees up; public feedback about the contest; ‘City of Lights’; City Hall chimes; and money for prizes. Port of Bremerton Feedback Mr. Weaver said last year’s event was a great event with a large turnout. He noted there was some vandalism at one of the port bathroom’s after the event ended and explained some of the issues that have happened in the past with the bathrooms. He has been talking with the Mayor and staff about different options and possibly a policy to help address these issues during all events down at the waterfront. He also said the lighted boats in the marina were open until 8pm with 51 boats and 1,300 votes. The committee and guests discussed locations and contacts for additional porta potties; possibility of moving Santa to a different location as it is very quiet in that area or having more music; mini boat parade; lighted decorations; and asking police to patrol the area after this, and other events are over. Kitsap Bank Community Connections Staff Floyd explained the City received $1,000 from Kitsap Bank along with guidelines and a statement message if the City would like Kitsap Bank to help announce our event. Miscellaneous Staff Floyd provided Chair Lucarelli with budget information and the committee and guests continued to discuss advertising the event; big tree in front of City Hall; and money for lights. In response to Mr. Weaver asking if there are any suggestions for the boat parking area and any light recommendations, the committee said the Port does a good job. Ms. King suggested using the running lights along the fence on the boardwalk.
