08/19/2019 - MinutesCity of Port Orchard 216 Prospect Street, Port Orchard, WA 98366 (360) 876-4407 • FAX (360) 895-9029 Festival of Chimes and Lights Committee Minutes Monday, August 19, 2019; 3:30 p.m. at City Hall Members present: Chair Lucarelli and City staff Floyd. Guests present: Bobbie Stewart, POBSA; Sharron King, Fathoms O’ Fun; and Kathy Garcia, Port of Bremerton. Free Movie The committee mentioned closure of the Dragonfly Cinema and discussed other options for free movie showings, including at the downtown gazebo or utilizing the upstairs area of the Dragonfly Cinema. It was noted that weather is a big factor in finding another location. Ms. Stewart said she will find out if the movie equipment is still available in the theatre. Trees for Planters Chair Lucarelli said staff Thiele will be ordering a tree for every planter. Staff Floyd noted Mr. Reid with Alpine U Cut contacted the City to verify if the City would like to purchase trees again this year. The price is the same as last year. In response to Chair Lucarelli, staff Floyd said we have received 4 or 5 applications. 2020 Kitsap Bank Community Partner Program Staff Floyd said we submitted for 2020 and we should hear back around the beginning of the year. We asked for the same amount as last year which is $1,000. Santa Location Ideas The committee continued discussion on how to draw more people to the Santa picture location by the gazebo. Topics included fire pits; volunteer locations; hayrides; music; more decorations; Santa’s sleigh; voting for the lighted boats; and signage. Ultimately, the committee agreed to move pictures with Santa from the gazebo to the grassy area in front of the restrooms at the marina. Additionally, they would like to revise the hayride and marching band routes to the same location along with possibly changing street closures at Sidney Avenue. The location change will open all the parking stalls near the gazebo. The committee also discussed naming the new location to help people identify where Santa will be. Sound System Staff Floyd mentioned we heard back from Gordon Sound. The price increased slightly, but it is within our budget. Festival of Chimes and Lights Committee Minutes August 19, 2019 Page 2 of 2 Status of Pooch N Purr Parade Staff Floyd said she was notified that Woodside Animal Hospital may not continue to host the parade. Chair Lucarelli said she will talk to Kathleen with the Port Orchard Bay Street Association (POBSA) about the cost to sponsor the parade. We also need to talk to Woodside to see if they still want to host, and if not, we will reach out to Cookie’s [Pet Corner & Wash]. The committee briefly discussed changing the parade route. Utility Billing Deadline Update In response to staff Floyd, Chair Lucarelli said she would like the festival information to be included in the October and November utility bills. Miscellaneous The committee discussed fire pits and noted some of the barrels were broken and had to be thrown away; possibility of a holiday scavenger hunt; and Christmas rocks. Chair Lucarelli will reach out to the Jingle Bell Run organizers to check the status of their event, and Ms. King will check with the Soroptimists to see if they would like to volunteer as the Saint’s are unable to volunteer this year. There being no further business, Chair Lucarelli adjourned the meeting at 4:33 p.m. Audio-only recording was successful.
