09/02/2020 - MinutesCity of Port Orchard 216 Prospect Street, Port Orchard, WA 98366 (360) 876-4407 • FAX (360) 895-9029 Festival of Chimes and Lights Committee Minutes Wednesday, September 2, 2020; 3:30 p.m. at City Hall Members present via remote access: Chair Lucarelli and City staff Rinearson. Guests present via remote access: Sharron King, Fathoms O’ Fun; Rita, a Port Orchard citizen; Sandy Jennings, Soroptimist; and Christine Stansbery, Sidney Museum and Arts Association and Port Orchard Bay Street Association. Event Updates In response to Chair Lucarelli, Ms. Stansbery updated the committee on what the Port Orchard Bay Street Association is working on which includes partnering with the Chamber of Commerce. Chair Lucarelli mentioned anything that brings a crowd together we will have to forego this year including pictures with Santa and the marching band. We are trying to come up with ideas to keep everyone safe and still have fun activities. We would like more lighting, light displays, and music this year. We will still have the tree lit, but the time will not be advertised. We are moving forward with the downtown tree contest and we have 16 sponsors so far. We would also like to encourage neighborhoods to light up. Chris Stansbery discussed how they can move forward with pictures with Santa at the Sidney Museum and Arts Association. In response to Chair Lucarelli, staff Rinearson said the utility billing deadline is soon but she will verify with staff and get back to her. Theme Chair Lucarelli noted we would like a new theme this year due to the current situation. The committee discussed various themes and agreed upon ‘Lights of Joy, Rocks of Cheer’. Christmas Rocks Chair Lucarelli said we would like city-wide Christmas rock painting participation and hiding them throughout the city. The Fathoms O’ Fun Royalty court could host a ‘how to’ rock painting video. After the rocks are hidden, once they are found, people could then take a picture of them holding the rocks and send to the city for posting. We also need to figure out how to notify the public that the event is still happening, just differently this year. We could also have gifts for winners. We need to start contacting volunteer groups to see if they can help and decorate rocks. Also, where can we hide the rocks? Staff Rinearson noted she will ask Public Works and the Police department on designated areas. Next steps forward: Creating a list of places to hide rocks; guidelines for the decorated rocks; utility billing deadlines for noticing for utility billing; promote during farmers market; create tutorial for painting rocks; and gathering a list of organizations to help paint rocks. Festival of Chimes and Lights Committee Minutes September 2, 2020 Page 2 of 2 Kitsap Bank Community Connections Staff Rinearson mentioned it is that time of year to complete the grant application with Kitsap Bank for the 2021 event. Chair Lucarelli said we would like to apply for lighting displays in other parts of town, not just the downtown area. There being no further business, Chair Lucarelli adjourned the meeting at 4:38 p.m. Audio/Visual recording was successful.
