A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROVING
CONTRACT NO. C006-16 WITH HDR ENGINEERING, INC. FOR THE 2016 WELL
NO. 9 WATER QUALITY SYSTEM RETROFIT DESIGN AND DOCUMENTING
ARCHITECTURAL & ENGINEERING SERVICES PROCUREMENT PROCEDURES
WHEREAS, pursuant to RCW 39.80, the City of Port Orchard's Public Works Department
annually publishes the general Request for Qualifications (RFQ) for professional engineering,
surveying, architecture, structural design and related services for the Professional Services
Roster; and
WHEREAS, on June 3, 2013 the City of Port Orchard transitioned to the MRSC
Consultant Roster database, but still publishes annually the general Request for Qualifications
(RFQ) for the Professional Services Roster; and
WHEREAS, in 2014 and in association with potential Errors and Omissions (0&M)
litigation issues involving the Well No. 9 Improvement Project Closeout, the City of Port Orchard
City Attorney (McGavick Graves) contracted with HDR Engineering, Inc., a qualified engineering
firm specialized in the field of potable water quality design, to provide professional peer review
services; and
WHEREAS, on January 13, 2015, upon separation with McGavick Graves, the City of Port
Orchard continued with the Well No. 9 Improvement Project Closeout and professional peer
review services directly with HDR Engineering, Inc., being both qualified and familiar with the
Well No. 9 Project; and
WHEREAS, on January 5, 2016, the City of Port Orchard Public Works Department
confirmed that HDR Engineering, Inc. is listed on the current MRSC Consultant Roster (Exhibit A
attached) for Engineering Services (Sub -Category: Pump Station Design & Rehabilitation,
Municipal Water Systems, Water System Planning & Design, Hydraulic Design and Civil
Engineering); and
WHEREAS, the City of Port Orchard's Public Works Department has determined that
HDR Engineering, Inc. is the most qualified firm to continue with the Well No. 9 Improvement
Project Closeout and the needed Well No. 9 Water Quality Retrofit Design, due to their overall
water system/water quality expertise and their exclusive experience with the Well No. 9
Project; and
WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State
Auditor's Office, wishes to document their consultant selection process as described above for
this particular contract by Resolution; now, therefore,

THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS
FOLLOWS:
THAT: The City Council approves Contract No. C006-16 with HDR Engineering, Inc. for
the Well No. 9 Water Quality Retrofit Design and adopts the "Whereas" statements contained
herein as findings in support of the City's consultant selection procurement procedures.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and
attested by the City Clerk in authentication of such passage on this 22"d day of March, 2016.
