A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROVING
CONTRACT NO. C015-16 WITH ROBINSON NOBLE, INC. FOR THE 2016
HYDROGEOLOGICAL SERVICES — WATER RIGHTS ALTERNATIVES STUDY AND
DOCUMENTING ARCHITECTURAL & ENGINEERING SERVICES PROCUREMENT
PROCEDURE
WHEREAS, pursuant to RCW 39.80, the City of Port Orchard's Public Works Department
annually publishes the general Request for Qualifications (RFQ) for professional engineering,
surveying, architecture, structural design and related services for the Professional Services Roster;
and
WHEREAS, on June 3, 2013 the City of Port Orchard transitioned to the MRSC Consultant
Roster database, but still publishes annually the general Request for Qualifications (RFQ) for the
Professional Services Roster; and
WHEREAS, the Environmental Consulting/Hydrogeology services required are an
Architectural and Engineering/Professional Services activity, subject to RCW 39.80 and the City's
Public Work Department confirmed that Robinson Noble, Inc. was listed on the 2016 MRSC Roster
(see Exhibit A); and
WHEREAS, in March of 2009, the City of Port Orchard Public Works Department interviewed
three firms for Groundwater/Environmental Services and had selected Robinson Noble, Inc. at that
time, having been determined to be the most qualified professional services engineering firm; and
WHEREAS, Robinson Noble, Inc. has been the City's Hydrogeologic service provider since
March 2003 and have had subsequent Hydrogeological services contracts issues in 2005, 2007,
2009, 2011, 2014 and 2015, to further bolstering their status as the most qualified firm to continue
the City's Hydrogeologic/Water Rights program; and
WHEREAS, the Port Orchard City Council, at the 2015 recommendation of the State
Auditor's Office, wishes to document their consultant selection process as described above for this
particular contract by Resolution; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS
FOLLOWS:
THAT: The City Council approves Contract No. C015-16 with Robinson Noble, Inc. for the
2016 Hydrogeologic Services — Water Rights Alternatives Study and adopts the "Whereas"
statements contained herein as findings in support of the City's consultant selection
procurement procedures.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested
by the City Clerk in authentication of such passage on this 9th day of February, -O(�t
