A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON,
AUTHORIZING THE MAYOR TO RETIRE POLICE K9 "AMBER" FROM
THE PORT ORCHARD POLICE DEPARTMENT AND ENTRUSTING K9
"AMBER" TO THE CARE AND OWNERSHIP OF POLICE OFFICER
RANDY ERNST
WHEREAS, K9 "Amber" has rendered ten years of faithful and dedicated service to
the City of Port Orchard; and
WHEREAS, K9 "Amber" is retiring due to age; and
WHEREAS, K9 "Amber" retirement will be effective December 9, 2015; and
WHEREAS, her handler, Police Officer Randy Ernst has offered to provide K9
"Amber" a permanent retirement home and assume all of the responsibilities accompanying pet
ownership; and now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY
RESOLVES AS FOLLOWS:
THAT: K9 "Amber" be retired from active service with the Port
Orchard Police Department on December 9, 2015; and
FURTHER THAT: The Mayor is authorized to enter into an agreement
transferring care and custody of K9 "Amber" to Police Officer Randy
Ernst. A copy of the agreement is attached hereto as Exhibit A and
incorporated by this reference.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested by
the Clerk in authentication of such passage this 8th day of December 2015.

Transfer of Care and Custody of K-9 Agreement
THIS AGREEMENT is entered into this 8th day of December 2015, by and between the
City of Port Orchard (the "City') and Randy Ernst,
WHEREAS, K9 "Amber" has rendered ten years of faithful and dedicated service to the
City of Port Orchard, and
WHEREAS, as a result of age the City has retired K9 "Amber" from active service as set
forth by Resolution No. 023-15; and
MHEREAS. K9 "Amber's" handler, Officer Randy Ernst, has offered to provide K9
"Amber" with a permanent retirement home and assume all of the responsibilities
accompanying pet ownership;
Now, therefore, the parties agree as follows.
1. The care and custody of K9 "Amber" shall be and hereby is transferred to his loyal
and dedicated handler Officer Randy Emst as his true and rightful owner.
2.Oicer Randy Ernst shalt henceforth be solely responsible for and shall hold the City
of Port Orchard, its elected officials, officers, and employees, ha* rmless from any and all
claims, costs, expenses, and liabilities arising from or related to the care and custody of
K9 "Amber" that arise on or after the date of this. Agreement.
