A RESOLUTION OF THE CITY OF PORT ORCHARD,
WASHINGTON, REPEALING RESOLUTION NO. 070-o9 AND
PROVIDING THE PUBLIC WORKS DIRECTOR WITH
AMENDED CHANGE ORDER AUTHORITY
WHEREAS, on June 9, 2009, the City Council passed Resolution No. 059-09,
which provided that the Public Works Director could approve change orders up to
$15,000; change orders over $15,000 but less than or equal to $25,000 could be approved
by the Mayor and all change orders over $25,000 would be approved by the City Council;
and
WHEREAS, on July 14, 2009, the City Council passed Resolution No. 070-09,
thereby repealing Resolution No. 059-09, to provide general purchasing authority for
budgeted items within Resolution No. 059-09, to facilitate the timely and efficient conduct
of city business; and
WHEREAS, it was the desire of the Council to also provide contract `time only
extension' authority to the Public Works Director for budgeted items within Resolution
No. 0 70-09, to facilitate the timely and efficient conduct of city business; and
WHEREAS, it is the Council's intent that contract `time only extension' authority
and general purchasing authority for budgeted items less than $15,000 may be approved
by the Public Works Director; general purchasing authority for budgeted items over
$15,000 but less than or equal to $25,000 may be approved by the Mayor; and general
purchasing authority for budgeted items greater than $25,000 shall be reviewed by the
City Council; now, therefore
THE CITY COUNCIL OF THE CTI'Y OF PORT ORCHARD,
WASHINGTON HEREBY RESOLVES AS FOLLOWS:
THAT: Resolution No. 070-09 is hereby repealed in its entirety.
THAT: The Public Works Director's change order authority and general
purchasing authority for budgeted items is limited to $15,000 or less,
but that contract `time only extension' authority is granted.
THAT: Change orders and general purchasing authority of budgeted items over
$15,000 but less than or equal to $25,000 may be approved by the
Mayor.

THAT: The change order dollar thresholds apply on a per project basis; and
both change orders and general purchasing greater than $25,000 shall
be reviewed for approval by the City Council at its next regularly
scheduled meeting.
PASSED by the City Council of the City of Port Orchard, APPROVED by the
Mayor and attested by the Clerk in authentication of such passage this 14th day of April
2015.
