Meeting Minutes
May 19, 2020 at 5:09 PM
Utility Committee Members Cindy Lucarelli, Jay Rosapepe and John Clausen met on May
19, 2020 via Zoom Meeting. Also present: Public Works Director/City Engineer Mark
Dorsey, Utility Manager Jacki Brown, Mayor Rob Putaansuu, Finance Director Noah
Crocker and Operations Manager Tony Lang.
Joint Planning Area (JPA) Sanitary Sewer Coordination - Update: PWD Dorsey
and UM Brown provided Committee members with a brief overview and update of the
City’s current efforts to coordinate the infrastructure for Sanitary Sewer Basin 7, aka,
the Joint Planning Area (Sedgwick/Sidney JPA.) With the potential for an additional
2,150 ERU’s within this area and the currently limited capacity of said infrastructure,
Staff continues to work with property owners to determine the most efficient means to
provide the necessary sanitary sewer improvements for Sewer Basin 7. The most
recent update includes Stetson Heights’ decision to invest in certain improvements to
the existing Albertson’s Pump Station to obtain 100 permanent ERU’s and 70 temporary
ERU’s, with the understanding that the temporary and their remaining ERU’s need to go
to the future Sidney South Lift Station. To be continued.
SKWRF Nutrient Cap - Discussion: PWD Dorsey and UM Brown provided
Committee members with a brief high-level overview of a highly impactful and currently
controversial topic that will be discussed in the future at length. The Department of
Ecology’s solution to the excess nutrients/depleted dissolved oxygen levels within the
Puget Sound calls for placing a Cap on the nutrient levels being discharged from
wastewater treatment plants for many parts of the Sound. This not only has huge
economic impacts to plant operators and their customers/rate payers, but also legal
issues surrounding Capacity Reservation Certificates and ‘Predictability’ as granted
through the GMA. This topic will be discussed in further detail at the next SAC meeting.

Water & Sanitary Sewer – Discussion: PWD Dorsey and UM Brown provided
Committee members with information on the following:
• Updated Water/Sewer CIP’s – Now that the city has functional working models
for both their water and sanitary sewer systems, and now that the utility system
unknowns surrounding the McCormick Woods area are clearer, the city was able
to more accurately update both the water and sewer Capital Improvement
Projects List (CIP’s.) The city has also engaged Katy Isaksen Associates via the
current Water System Plan Update to update the water Capital Facility Charges
(CFC’s) and via a separate contract to update the Sewer CFC’s. This exercise will
Utility Committee Minutes Meeting of May 19, 2020 Page 2 of 3 not impact current rates, but care has been taken to correctly allocate the CFC
percentage for each identified CIP, as those will increase. To be continued.
McCormick Woods Consolidation Grant - Discussion: UM Brown provided
Committee members with a brief overview of the work to be accomplished via the
Drinking Water System Repairs and Consolidation Grant awarded to the City by the
Department of Health (DOH.) In general summary, the City will be studying the
consolidation of the McCormick Woods Water System (660/580 Zones) and the Port
Orchard Water System (390/260 Zones) via the Old Clifton Road intertie and/or the
Glenwood Connector intertie. As a reminder, the consolidation of the two water
systems, along with the pending separation of the 660/580 Zones from the City of
Bremerton, will require resolution of the Fluoridation differential between the two
systems. To be continued.
580 Zone Water Campus - Update: PWD Dorsey and UM Brown provided
Committee members with the updates as follows:
• Splash Pad - The City of Port Orchard and McCormick Communities (MC) had
recently agreed to have MC proceed with the design and construction of the
retrofit of the existing Splash Pad at McCormick Village Park from flow-through
to recycled water. Recent advice from our Legal authority has changed that
decision, so on May 15 and May 22, the City is advertising for the 2020
Schematic and Ad Ready Design of the McCormick Village Park Splash Pad
Retrofit Project with the A&E Qualifications due to the City on May 29, 2020. To
be continued.
• Well #12 - McCormick Communities has successfully completed the drilling of the
Well #12 Pilot Hole to Bedrock (yes, where Barney and Wilma live) and contrary
to the betting line, there appear to be two (2) water bearing formations that are
being analyzed for production capacity. To be continued.
Utility Department Work Plan - Update: PWD Dorsey and UM Brown provided
Committee members with updates on the following Projects:
• Foster Pilot Project - The Joint Legislative Task Force continues to address water
source withdrawal mitigation impacts (Steady State vs. Transient Model.) The
work associated with the continued Water Rights support activities and the
Foster-related studies (Hydrogeological, Stream Augmentation/Restoration, etc.)
are ongoing and are critical to the continuation of well production post-Foster
decision. Concerns over the accuracy of the Kitsap County-USGS Hydrologic
Model continue to grow, especially with the recent Well #12 findings, and are
being discussed further. To be continued.
• Well #13 Drilling – With 100% of the well casings and screens now installed, the
pump testing has commenced with pumping rates of up to 1,700 GPM being
achieved. Additionally, the source aquifer appears to have low Iron and

Manganese levels, so reduced treatment costs may be achievable. To be
continued.
• Well #13 Mains & PRV’s - Staff continues to value engineer and field proof the
new system model to finalize the needed main and PRV improvements. To be
continued.
• Well #13 - Maple Avenue (Water Main & Well #6) – The BHC Ad Ready design is
complete and being reviewed by staff. Additionally, the Hearing for the
Substantial Shoreline Development Permit has been held and the HE’s Decision
issued. To be continued.
• Well #11 Improvements - As a function of the updated water system model and
the conversations/pending agreements associated with the 580 Zone, the Well
#11 CIP’s to bring the existing replacement well for McCormick Well #1, #2 and
#3 have been updated and the City has selected an A&E Firm to complete the
30% Schematic Design. A Contract is on the May 26, 2020 Council Agenda for
approval. To be continued.
• McCormick Sewer Pump Station #2 - This project’s construction phase is
currently moving along per schedule and within budget. To be continued.
• Marina Pump Station – With the 30% Schematic Design complete and an
updated Engineer’s Estimate being three times the previous estimate, City staff
met with the RH2 design team and performed a Value Engineering exercise.
Several decisions were made to reduce the cost of the Project back to an
acceptable level. RH2 will now move the revised 30% to a 60% effort and
confirm the Engineer’s Estimate before proceeding to 100% Ad Ready Design.
