Meeting Minutes
June 16, 2020 at 5:03 PM
Utility Committee Members Cindy Lucarelli, Jay Rosapepe and John Clausen met on
June 16, 2020 via Zoom Meeting. Also present: Public Works Director/City Engineer
Mark Dorsey, Utility Manager Jacki Brown, Mayor Rob Putaansuu, Finance Director Noah
Crocker and Operations Manager Tony Lang.
McCormick Woods DOH Consolidation Grant - Update: UM Brown provided
Committee members with a brief update on the work being accomplished via the
Drinking Water System Repairs and Consolidation Grant awarded to the City by the
Department of Health (DOH.) In general summary and hopefully with the assistance of
HDR (AWC contract issues), the City is studying the consolidation of the McCormick
Woods Water System (660/580 Zones) and the Port Orchard Water System (390/260
Zones) via the Old Clifton Road intertie and/or the Glenwood Connector intertie. As a
reminder, the consolidation of the two water systems, along with the pending
separation of the 660/580 Zones from the City of Bremerton, will require resolution of
the Fluoridation differential between the two systems. To be continued.
GSP Amendment 2020 - Update: UM Brown provided Committee members with a
brief update on the status of the 2020 General Sewer Plan (GSP) amendment being
performed in association with the 2020 Sanitary Sewer CFC updates (via Katy Isaksen),
based upon the revised Sanitary Sewer CIP List. The Final Draft of the Amendment has
been submitted to DOH for review and the Public Works Department received a DNS on
the Non-Project SEPA Checklist on 6.15.2020 (14-day appeal period.) To be continued.
McCormick Sewer Pump Station #1 Repairs - Update: PWD Dorsey updated
Committee members on the current status of the two (2) areas of repair needed on the
McCormick Woods Sewer Pump Station #1 before the Performance Bond can be
released, being, 1) groundwater intrusion issues at the stairwell and 2) movement of
the Y-connection to the existing 16-inch SSFM. McCormick Communities and RV
Associates are currently addressing the issues. To be continued.
580 Zone Water Campus - Update: PWD Dorsey and UM Brown provided
Committee members with the updates as follows:
• Well #12 – having successfully drilled the 1,100-ft pilot hole, McCormick
Communities is now confirming the quality and quantity of water from this
newly discovered water bearing formation. To be continued.

• 580 Tank – McCormick Communities, in order to maintain the required project
schedule, has applied for a foundation only permit for this new water reservoir
project and Staff is currently reviewing the submitted plans and specifications
for approval. To be continued.
• 580 Transmission Line – McCormick Communities has decided to postpone this
task for 1-year, in order to better evaluate and/or coordinate the alignment
options with other required development tasks in the area. To be continued.
• Splash Pad - The City advertised for the 30% and 100% Ad Ready Retrofit
Design Project and a contract is currently on the 6.23.2020 Council Agenda for
approval. Please recall that this is for the McCormick Village Park Splash Pad
Retrofit from a flow-through to a recycled water system. To be continued.
Utility Department Work Plan - Update: PWD Dorsey and UM Brown provided
Committee members with updates on the following Projects:
• Foster Pilot Project - The Joint Legislative Task Force continues to address water
source withdrawal mitigation impacts (Steady State vs. Transient Model.) The
work associated with the continued Water Rights support activities and the
Foster-related studies (Hydrogeological, Stream Augmentation/Restoration, etc.)
are ongoing and are critical to the continuation of well production post-Foster
decision. Concerns over the accuracy of the Kitsap County-USGS Hydrologic
Model continue to grow, especially with the recent Well #12 findings, and are
being discussed further. Additional challenges include the realization that the
Watershed Restoration Enhancement Committee (WREC) inadvertently excluded
the participation of the Squaxin Island Tribe. To be continued.
• Well #13 Drilling - Pump testing has been completed and preliminary results
indicate pumping rates of up to 1,700 GPM can be achieved and that the source
aquifer appears to have low Manganese levels (0.03 mg/L), so reduced and/or
eliminated water treatment costs may be achievable. To be continued.
• Well #13 Mains & PRV’s - Staff continues to value engineer and field proof the
new system model to finalize the needed main and PRV improvements. To be
continued.
• Well #13 - Maple Avenue (Water Main & Well #6) - The Ad Ready design is close
to be advertised for the construction phase of this task. To be continued.
• Well #11 Improvements 30% Design - The 30% Schematic design phase of the
Well #11 Improvement Project has now commenced. To be continued.
• McCormick Sewer Pump Station #2 - This project’s construction phase continues
to movie along per schedule and within budget. To be continued.

• Marina Pump Station - With the 30% Schematic Design now complete and a
revised Engineer’s Estimate via a Value Engineering exercise, the City has now
received a Scope/Budget Proposal for the 60% Design Development Phase. As
the estimate for this phase of work appears to be extortionate, Staff is working
with RH2 to establish a workable proposal before proceeding. To be continued.
Additional Item: FD Crocker provided Committee members with a ‘draft’ COVID19
Utilities Payment Options Policy as required by the Governor’s Office. In general, the
Policy establishes flexible timelines for payment responsibility, but does not relieve
customers from payment obligation. To be continued.
