Meeting Minutes
July 21, 2020 at 5:03 PM
Utility Committee Members Cindy Lucarelli, Jay Rosapepe and John Clausen met on July
21, 2020 via Zoom Meeting. Also present: Public Works Director/City Engineer Mark
Dorsey, Utility Manager Jacki Brown, Mayor Rob Putaansuu, Finance Director Noah
Crocker and Operations Manager Tony Lang.
McCormick Woods DOH Consolidation Grant - Cont’d: PWD Dorsey and UM
Brown provided Committee members with a brief follow-up on the work currently being
accomplished via the Drinking Water System Repairs and Consolidation Grant awarded
to the City by the Department of Health (DOH) as follows:
• Fluoridation Options Summary - the City has researched the history behind the
use of Fluoride in the Port Orchard Water System (390/260 Zones), and whether
or not a vote would be required to add Fluoride to the McCormick Woods Water
System (660/580 Zones) once the two systems are connected via the Old Clifton
Road intertie. The City Attorney has confirmed that Fluoride can be added to the
660/580 Zone without an election. As a reminder, the City did initiate a Fluoride
Survey in 2012, with 59.2% in favor and 40.4% against the use of Fluoride. To

Option to Levy Excise Taxes on W/S - Discussion: PWD Dorsey and Mayor
Putaansuu provided Committee members with new information regarding a recent
Washington State Supreme Court Decision that recognizes “Broad Municipal Taxing
Authority” on Water & Sewer Districts. This Decision is relevant with respect to WSUD,
who provides water and sewer services to the 390 Zone and possibly the City of
Bremerton, who provides water service to the 580 Zone. To be continued, discussion
with City Attorney needed.
NPDES Industrial Permit Changes - Discussion: PWD Dorsey advised Committee
members of pending compliance changes by Ecology on Industrial Permits. Some of
these increased compliance measures may find their way into the next round of NPDES
Phase II Permits. To be continued.
McCormick Sewer Pump Station #1 Repairs - Update: PWD Dorsey updated
Committee members on the current status of the two (2) areas of repair needed on the
McCormick Woods Sewer Pump Station #1 before the Performance Bond can be
released, being:

• Groundwater Intrusion – the issue of groundwater intrusion at the stairwell has
not been addressed yet, the Performance Bond will not be released until it has
been successfully resolved. To be continued.
• Connection Point Movement – the issue of the movement of the Y-connection to
the existing 16-inch SSFM is still being designed, the Performance Bond will not
be released until it has been successfully resolved. To be continued.
580 Zone Water Campus - Update: PWD Dorsey and UM Brown provided
Committee members with the updates as follows:
• Well #12 – having successfully drilled the 1,100-ft pilot hole, McCormick
Communities consultant (Robinson Noble) is completing the confirmation of the
water quality/quantity of this newly discovered water bearing formation. To be
continued.
• 580 Tank – McCormick Communities, in order to maintain the required project
schedule, has applied for and been issued a foundation only permit for this new
water reservoir project and Staff continues to review the submitted plans and
specifications for approval. To be continued.
• 580 Transmission Line – McCormick Communities has decided to postpone this
task for 1-year, in order to better evaluate and/or coordinate the alignment
options with other required development tasks in the area. To be continued.
• Splash Pad - the retrofit design work is now underway, with an anticipated
completion date of August 31, 2020. To be continued.
Utility Department Work Plan - Update: PWD Dorsey and UM Brown provided
Committee members with updates on the following Projects:
• Foster Pilot Project - the Joint Legislative Task Force continues to address water
source withdrawal mitigation impacts (Steady State vs. Transient Model.) Data
obtained from the City’s recent Well #12 and Well #13 projects will be
instrumental to moving this task forward. To be continued.
• Well #13 Drilling – with Pump testing complete, the City has now received the
Water Well Report, the Formation Log, the Pilot Testing Report and the opinion
from our consultant (BHC) that water treatment will not be needed given that
the Manganese level of 0.03 mg/L is below the Secondary Contaminant Level
(SCL) of 0.05 mg/L. But. the Well #13 system will be designed in such a manner
that a future addition of a water treatment system (if the current SCL is changed
to a Maximum Containment Level by the EPA) will be easily implemented. To be

• Well #13 Mains & PRV’s – this body of work (future Contract $#5) is still
pending. To be continued.
• Well #13 - Maple Avenue (Water Main & Well #6) - this next phase of Well #13
Work (Contract #3) was advertised on July 10 and July 20, 2020 with Bids due
on August 6, 2020. It is anticipated that a Contract will be awarded on August
18, 2020. To be continued.
• Well #11 Improvements 30% Design - the Technical Specifications for the
Modification and Testing of Well #11 and the Decommissioning of McCormick
Wells #1 and #2 is now complete. To be continued.
• McCormick Sewer Pump Station #2 - this project’s construction phase continues
to move along per schedule and within budget. To be continued.
• Marina Pump Station – the next phase of Work (now 30% to 80%) with RH2 is
scheduled to be approved by Council on July 28, 2020. To be continued.
• GSP Amendment 2020 – the amendment (via ordinance) to the current General
Sewer Plan (GSP) is scheduled for adoption by Council on July 28, 2020, based
upon the revised Sanitary Sewer CIP List. The Final Draft of the Amendment will
then be submitted to DOH for review/approval. To be continued.
Additional Item: OM Lang briefly discussed 1) the revised schedule (this coming
weekend) for the Blackjack Creek Homeless Camp Cleanup by the County and the
Health District, (2) an update on the Marquee electrical repairs being performed by PW
staff and 3) the recent findings that confirm that the sinking of concrete panels within
Sidney Avenue are associated with the sanitary sewer system. To be continued.
