Meeting Minutes
October 20, 2020 at 5:00 PM
Utility Committee Members Cindy Lucarelli, Jay Rosapepe and John Clausen met on
October 20, 2020 via Zoom Meeting. Also present: Public Works Director/City Engineer
Mark Dorsey, Utility Manager Jacki Brown, Stormwater Program Manager Zack Holt,
Community Development Director Nick Bond and Mayor Rob Putaansuu.
Water System Plan 2020/2030 - Update: UM Brown updated Committee
members on the current status of the Water System Plan (WSP) Update of the currently
adopted 2011 WSP, originally proposed to be completed in 2017. The current WSP
Update is now scheduled to be submitted to the State Department of Health (DOH) by
mid-November at the latest, with hopes that DOH will approve by March/April 2021.
Chapter 9 – Financial Planning, being the last chapter needed for completion, is under
final review by the Finance Department. To be continued, presentation of anticipated
Water Rates and Capital Facility Charges by Katy Isaksen is currently scheduled for the
January 2021 Work Study Session.
Stormwater Program Status Report - Presentation: SPM Holt presented a high-
level overview and status report of the City’s Stormwater Program to Committee
members. In the presentation, SPM Holt provided highlights of the NPDES permit
requirements and activities, infrastructure status, comprehensive planning efforts, CIP
status and a look ahead through 2025. To be continued, presentation to full Council
scheduled for the November 2020 Work Study Session.
