Council Meeting Minutes
Work Study Session of August 21, 2012
7:00 p.m. Call to Order
Mayor Matthes called the meeting to order at 7:00 p.m. Mayor Pro-Tem Jerry Childs and
Councilmembers Fred Chang, John Clauson, Carolyn Powers, Rob Putaansuu, Cindy Lucarelli,
and Jim Colebank were present. Deputy Clerk Rhiannon Fernandez and City Attorney Greg
Jacoby were also present.
1. Discussion: Legislative Goals
The Council discussed the following projects they would like to find funding for:
• Bay Street Pedestrian Pathway
• Roads/Infrastructure
• New Library
In addition, the Council would like to know what other cities are asking for relating to Public
Records Request reform bills in the next Legislative Session.
Council Direction: Council directed staff to place this discussion on the September's Work
Study Session Agenda, and to include the Spring Legislative Report from Briahna as a back-up
material.
2. Discussion: Communication with Residents
Councilmember Chang stated he would like to re-visit the idea of looking at inexpensive and
effective ways to communicate more broadly with the citizens of Port Orchard about City
business, including the use of social media such as Facebook and Twitter. If a Facebook account
were used, it would be repurposing information that is already on the website, not creating new
material that would have to be retained.
Mayor Pro-Tern Childs noted that City Clerk Rinearson had recently made a presentation about
this topic to the Economic Development & Tourism committee.
Council Direction: Council directed staff to provide information on Social Media at a future
Work Study Session; including how the retention would be handled, how it is to be used, setting
up guidelines, what other cities are doing, and making sure it is being used effectively.
3· Discussion: 2013 Council Goals
2013 Short term goals
• Bethel Corridor Plan-Update Road Design Rank #1
• Bay Street Pedestrian Pathway Rank #2
o Continue with phased approach -If smaller projects can be done, we need to do
them to keep the project moving forward.
o Black Jack Creek-Continue with process for securing easements and securing
State permits.
• Joint Waterfront Planning with the Port of Bremerton Rank #3 (tied)
o The Council needs to spend half an hour at Work Study Sessions to talk about the
VISIOn.

o An Ad Hoc Committee needs to be created with Councilmembers, Port
Commissioners, and staff to discuss a joint vision of the waterfront.
• The Port of Bremerton needs to be asked how they envision staffing this
committee. Mayor Pro-Tern Childs will contact the Port.
• There needs to be monthly updates on this during the Work Study
Sessions.
• Sidewalks and street improvement Rank #3 (tied)
o Need to look at this during the budget process, and then have Public Works
Director present a plan on what can be done with the funds.
• Tremont Corridor
o Consider phasing
o Seek additional funds
• Sidney/Sedgwick
o Need to create a sewer/water/storm plan for development
o Develop master plan for design and location of informational signage in City
o Work with community service groups
• Adoption of road impact fees
• DeKalb Pier
• Annual Improvements to Parks
• Identify and respond to opportunities for grants which support the Council's goals and
objectives
• Promote business retention
• Financial analysis of sewer and water connections fees
• Public Facility -Police
• Title 16 Update
• Website Update
Council Direction: Council would like staff to attend the next meeting of when goals are
being discussed.
