008-06 - Resolution - Repealing Resolution 1997 for the Festival of Chimes and Lights CommitteeRESOLUTION NO. 008-06 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, REGARDING THE FESTIVAL OF CHIMES AND LIGHTS COMMffiEE AND REPEALING RESOLUTION 1997 WHEREAS, in November 2002, the Port Orchard City Council passed Resolution No. 1997 that established the Festival of Chimes and Lights Committee to support the event known as the Festival of Chimes and Lights, which is held the first Saturday of each December; and WHEREAS, since November 2002, the City has recognized and supported the Festival of Chimes and Lights as an event that promotes tourism in Port Orchard; and WHEREAS, since November 2002, the City has designated the Festival of Chimes and Lights as an official City of Port Orchard festival; and WHEREAS, the City Council now wishes to repeal Resolution No. 1997 in order to amend the criteria for membership of the Festival of Chimes and Lights Committee; now, therefore THE CITY COUNCIL OF THE CITY OF PORT ORCHARD DOES HEREBY RESOLVE THE FOLLOWING: SECTION 1. Resolution No. 1997 dated November 12, 2002 is hereby repealed in its entirety. SECTION 2. The City recognizes and supports the Festival of Chimes and Lights as an event that promotes tourism in the City of Port Orchard. SECTION 3. The City Council designates the Festival of Chimes and Lights as an official City of Port Orchard festival. SECTION 4. The Festival of Chimes and Lights Committee is hereby created. It shall consist of the members of the Port Orchard City Council and any interested member of the Port Orchard community. The Committee shall be responsible for establishing its own procedures and all meetings shall comply with the Open Meetings Act. The Committee shall annually prepare a budget for the Festival, which shall be reviewed and approved by the City Council as part of the budgetary process. The Committee shall be responsible for planning, organizing and implementing the Festival of Chimes and Lights.
