A RESOLUTION OF THE CITY OF PORT ORCHARD CITY
COUNCIL DECLINING TO RATIFY THE PROPOSED 2007
AMENDMENTS TO THE COUNTYWIDE PLANNING
POLICIES SUBMITTED BY THE BOARD OF THE KITSAP
REGIONAL COORDINATING COUNCIL
WHEREAS, The Growth Management Act (GMA), RCW 36.70A, requires that
each county planning under GMA must adopt county-wide planning policies to be used as a
framework from which county and city comprehensive plans are developed and adopted; and
WHEREAS, in May, 1992, the Kitsap Regional Planning Council, made up of
elected officials of the county, cities, and tribes of Kitsap County, adopted the first county-wide
planning policies pursuant to GMA; and
WHEREAS, the Board of the Kitsap Regional Coordinating Council (KRCC)
(formerly Kitsap Regional Planning Council) and County Commissioners have reviewed and
made recommendations for proposed changes to be incorporated into the Kitsap County Wide
Planning Policies through multi-jurisdictional collaboration including planning staff, planning
commissioners and council and board members; and
WHEREAS, the KRCC conducted a public hearing that was held on November 7,
2006; and
WHEREAS, the Kitsap Regional Coordinating Council adopted the proposed
revisions to the county-wide planning policies in December 2006; and
WHEREAS, the County Board of Commissioners held a public hearing on
February 12, 2007 and adopted the county-wide planning policies, which were then forwarded
onto the City jurisdictions for ratification on February 12, 2007; and
WHEREAS, the County Board of Commissioners adopted the policies as
forwarded onto the cities on February 12, 2007; and
WHEREAS, the City Council held public hearings to consider ratifying the adopted county-wide
planning policies,
WHEREAS, the City Council held a discussion on the proposed changes at a
regularly scheduled meeting on April 9, 2007; and
WHEREAS, the City Council agreed with most changes being proposed but did
not agree with proposed changes outlined in Element B( 4)(a) to change wording of "shall" to
"should," or to change wording of "will" to "may"; and
WHEREAS, the Council voted unanimously to approve the changes except for
those being proposed in Element B( 4)(a); and therefore could not ratify the changes as
proposed; and

WHEREAS, the Kitsap Regional Coordinating Council has requested that any
entity that denies ratification of the 2007 Kitsap County Wide Planning Policies give reasons for
the denial of ratification to guide the Council in their future action; now therefore;
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY
RESOLVES AS FOLLOWS:
THAT: The City Council of the City of Port Orchard hereby
declines to ratify the 2007 revisions to the Kitsap County Wide
Planning Policies as presented, and
THAT: The City Council of the City of Port Orchard recommends
that the proposed 2007 changes to the Countywide Planning
Policies be returned to the Board of the Kitsap Regional
Coordinating Council for further discussion on Element B( 4)(a)
and that the Coordinating Council not change the wording as
proposed.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested
by the Clerk in authentication of such passage this 23rd day of April 2007.
