Description of Work: List each improvement/countermeasure separately for every project within the priority list found in the local road
safety plan. Note if the project is a Spot Location or Systemic project. List projects in order from highest to lowest priority.
Bethel Corridor Phase 5A Project (Spot): Intersection improvements.
1. Bethel and Lincoln Intersection — Single Lane Roundabout.
With Regional growth, the expansion of the Tacoma Narrows Bridge, and the new Kitsap Transit Fast Ferry the arterial corridors in and
around the City of Port Orchard have and will continue to be stressed by increasing traffic congestion. The Bethel Corridor with
considerable retail and services is one of the most impacted commercial corridors in Kitsap County. Much of the roadway, as it
currently exists, consists of two 11-foot lanes, narrow shoulders and is substandard for what has now become the primary urban
arterial in Port Orchard linking SR160/ Sedgwick Rd with SR166/ Mile Hill Dr. In order to address the estimated 54 million -dollar
improvements on Bethel and Sedgwick a combination of State and Local funding as well as multiple grant funding sources will be

The proposed project is part of planned improvements for the Bethel Corridor from SR 160/ Sedgwick Rd. to SR 166/ Mile Hill Dr. This
arterial corridor experiences the highest number of collisions and the greatest number of serious injury accidents of all City operated
and maintained streets. This intersection has the largest number of serious injury accidents of any location. Refer to the City of Port
Orchard Roadway Safety Plan for additional information regarding factors and recommended mitigation.
The City is currently in the process of transferring/ purchasing a Kitsap County (KC) owned parcel to the west of the intersection, to be
completed by the end of 2020. The intersection will be shifted to the west to so that the project can be located within existing right-of-
way or on the KC parcel. Note that the right-of-way plan for the project along with construction plans will need to be approved by
WSDOT before the project is advertised. (Shown as 8/2021 in projects schedule).

TIP for design for Bethel Phase 1 will be reallocated to DN/ CN for Bethel Phase 5 in 2020 budget year by Council if
successful in receiving award. Refer to the attached CIPO TIP. Purchase of multiple Kitsap County owned parcels
along the Bethel Corridor is funded separately from the TIP projects.

the CN phase if the city does not expect to get construction authorization from FHWA through WSDOT by
April 30, 2023. If the city plans to meet this date, show $0 in the table for the match. Federal funds cannot be used for the match.
City-wide Street Lighting Study (Systemic/ Data Collection)
This proposed study would assess lighting levels along the City's secondary arterial and collector corridors identified with the highest
number of collisions on the Local Roadway Safety Plan. Currently the City's street lighting system consists mostly of cobra head
fixtures mounted at utility pole locations which in some cases does not provide adequate lighting at intersections. The study will
identify locations with deficiencies, prioritize improvements with an emphasis on pedestrian safety at crossing locations and locations
with serious injury collisions and/or a high number of collisions, and provide costs estimates for design and construction of the highest
priority locations.
The City has a street light inventory in excel format. Consultant services would be procured to validate and amend data, develop GIS
model for analysis, perform a lighting analysis and study, and develop a report to identify and prioritize improvements to address
deficiencies. The study can be completed in advance of the next City Safety Program call for projects at a cost not to exceed
$40,000.00
