070-09 - Resolution - Repealing Resolution 059-09 and Providing Change Order AuthorityIntroduced by: Requested by: Drafted by: Introduced: Adopted: RESOLUTION NO. 070-09 City Clerk City Clerk City Clerk July 14, 2009 July 14, 2009 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON REPEALING RESOLUTION NO. 059-09 AND PROVIDING THE PUBLIC WORKS DIRECTOR AND MAYOR WITH GENERAL PURCHASING AUTHORITY FOR BUDGETED ITEMS IN ADDITION TO CHANGE ORDER AUTHORITY WHEREAS, on June 9, 2009, the City Council passed Resolution No. 059-09, which provided that the Public Works Director could approve change orders up to $15,000; change orders over $15,000 but less than or equal to $25,000 could be approved by the Mayor and all change orders over $25,000 would be approved by the City Council; and WHEREAS, it was the desire of the Council to also include general purchasing authority for budgeted items within Resolution No. 059-09, to facilitate the timely and efficient conduct of city business; and WHEREAS, it is the Council's intent that general purchasing authority for budgeted items less than $15,000 may be approved by the Public Works Director; general purchasing authority for budgeted items over $15,000 but less than or equal to $25,000 may be approved by the Mayor; and general purchasing authority for budgeted items greater than $25,000 shall be reviewed by the City Council; now, therefore THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON HEREBY RESOLVES AS FOLLOWS: THAT: Resolution No. 059-09 is hereby repealed in its entirety. THAT: The Public Works Director's change order authority and general purchasing authority for budgeted items is limited to $15,000 or less. THAT: Change orders and general purchasing authority of budgeted items over $15,000 but less than or equal to $25,000 may be approved by the Mayor. THAT: The change order dollar thresholds apply on a per project basis; and both change orders and general purchasing greater than $25,000 shall be reviewed for approval by the City Council at its next regularly scheduled meeting.
