ORCHARD, WASHINGTON, PROVIDING CITY
COUNCIL SUPPORT FOR A WEST SOUND
UTILITY DISTRICT (WSUD) BUDGET
AMENDMENT FOR USE OF 2009 NON-
BUDGETED REVENUE FROM LEACHATE
TREATMENT
WHEREAS, on June 17, 2 0 08, West Sound Utility Di stri ct (WS UD) a nd Waste
Man age m ent entered into a contract for the treatment of l eachat e at the So uth Kit sap
Water Recl amatio n Facility (SKWRF); and
WHEREAS , although appr oximately $57 ,0 0 0, in n on-bu dge t ed r eve nue was
gener at ed in 2009 for l eachat e treatment, it is antici p at ed that the treatm ent progr am at
SKWRF will st op in 201 0 wh en the Cit y of Brem ert o n co nnect s Go r st t o their sanitaty
sewer syst em; and
WHEREAS, on Au gust 19 , 20 09, t h e Sewer Advismy Co mmittee (SAC)
r ecommended t o both the City of Port Orch a rd a nd West Sound Utility Di strict tha t the
2009 n on-budge t ed leach at e treatment r eve nue b e u sed for re-r ating the F acility's
cap a city and for m aintena n ce rep airs in 20 09 ; n ow, therefore
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
THAT: The City Council provi des s upport for a Wes t Sound
Utility Di strict (WSUD) b udget a mendme nt for u se of the
2009 non-budge t ed reve nu e fro m l eachate treatment at
SKWRF.
