The committee recommends long-range financial goals along with funding strategies for the operating and capital budgets. Human resource issues requiring policy direction are brought before the committee. The committee serves as the advisory forum for transportation and street maintenance funding, and funding relating to the transportation benefit district. City of Port Orchard Council Finance Committee A meeting of the Council Finance Committee was held remotely with all participants using Zoom on April 20, 2021 at 5:00 p.m. PRESENT: Council members John Clauson, Beck Ashby, Shawn Cucciardi Mayor Rob Putaansuu, Director of Finance Noah Crocker, Public Works Director Mark Dorsey, Police Chief Matt Brown, HR Manager Debbie Lund. The meeting was audio recorded. Finance Report The Finance Director discussed the Sales Tax and REET Revenue report The sales tax revenue collected April 2021 is at 27% over its 2021 budget and 18% over the 2020 actual sales tax revenue collected. Real Estate Excise Tax collected thru April 2021 is at $4611,384. This represents approximately 33% of the biennial budget and approximately 249% of what was budgeted for collections for 2021 YTD. The committee reviewed a fund balances and had no questions or concerns. The Finance Director reviewed the all-fund balances, and the committee had no questions. The committee discussed timing of transfers to the stabilization accounts. The Finance Director provided a Q1 report on Capital Facility Charges. Thus, far the Water Capital Facility Charge revenue received is $181,203 and Sewer Capital Facility Charge revenue received is $245,895. At this time these are not of concern but rather will be provided quarterly. Stormwater Purchase Public Works Director discussed the need for the City to pursue purchasing properties for stormwater facilities. There are some properties up for sale in which the City would like to purse entering into a purchase and sale agreement. The City will also purse granting funding for this purchase. The Finance committee was supportive of pursuing the purchase of these properties. Court Security Options with Guild Debbie Lund discussed the need to have security for the court when the City opens up again. The City had planned on entering a contract with the County which they are no longer interested in providing those services to the City. The Police department has explored an alternative approach in which the City Police could provide security for the court. The City will need to negotiate with the Guild for these additional duties. American Rescue Plan The Mayor discussed the American Rescue Plan (ARP) funding. The Mayor reported the City of Port Orchard will be one of eight cities nationally to participate in a discussion with the White House on writing the rules for the new funding. The Mayor discussed the challenge of administering a grant program with these new funds. The City would need a full-time employee to administer the program. Unfortunately, these new funds cannot be used for employees in this manner. The Mayor discussed the potential funding being used to fund Water and Sewer Infrastructure projects. A question was raised as to whether the funding could be used for broadband. Good of the Order The meeting adjourned at 5:35 pm.
