The committee recommends long-range financial goals along with funding strategies for the operating and capital budgets. Human resource issues requiring policy direction are brought before the committee. The committee serves as the advisory forum for transportation and street maintenance funding, and funding relating to the transportation benefit district. City of Port Orchard Council Finance Committee A meeting of the Council Finance Committee was held in the Mayor’s conference room with all participants on February 18, 2020 at 5:00 p.m. PRESENT: Council members John Clauson, Beck Ashby, Shawn Cucciardi Mayor Rob Putaansuu, Director of Finance Noah Crocker, Jackie Brown, Public Works Manager The meeting was audio recorded. Finance Report The Finance Director discussed the Sales Tax and REET Revenue report The sales tax revenue collected thru 2019 was at 5.62% over its 2019 budget and 5.02% over the 2018 actual sales tax revenue collected. Real Estate Excise Tax collected thru 2019 was at $1,051,119. This represented approximately 75% of the biennial budget and approximately 50% over what was budgeted for collections for during 2019. The committee reviewed a fund balances and had no questions or concerns. The committee reviewed reserve balances as well discussed the adjustments made during the mid-year review. Additionally, the committee reviewed and discussed the preliminary 2019 financials. Revenues were preforming above budgeted and overall expenses were under budget authority. Retreat follow up items The group discussed follow up items from the retreat discussion including continuing to explore Laserfiche as a future option. The Mayor discussed the need for a communication consultant to improve the city communication strategy. The Mayor discussed the need to upgrade security at City Hall as well as all public facilities. The Committee discussed adjusting the budget and re-allocating jail bill expenses to DCD to move forward with the Down-Town study. The Asset Management Planning The Finance Department introduced Asset management planning to continue the discussion. The Finance Director discussed the Council has already started the process of updating GIS. The next steps is to get documents scanned into an electronic format to match up with the GIS. Beyond the scanning, the next step is to develop an asset management plan prior to purchasing software. The group then discussed what asset management is and what the value of hiring a consultant to develop an asset management plan. Personnel Updates The group discussed the need to create a civil engineering II position. The Court Clerk status and contracting out for court security with the county.
