A RESOLUfiON OF THE CITY OF PORT ORCHARD CITY
COUNCIL, RECOMMENDING REVISIONS TO
AMENDMENTS TO THE COUN1YWIDE PLANNING
POLICIES SUBMITTED TO THE BOARD OF THE KITSAP
REGIONAL COORDINATING COUNCIL IN DECEMBER
2010
WHEREAS, the Board of the Kitsap Regional Coordinating Council and
Kitsap County Commissioners have reviewed and made recommendations for proposed
changes to be incorporated into the Kitsap Countywide Planning Policies; and
WHEREAS, the proposed changes must be ratified by three Kitsap
County cities to become effective; and
WHEREAS, the City Council generally agreed with most provisions of the
proposed changes to the Countywide Planning Policies presented at the Kitsap Regional
Coordinating Council Board meeting prior to December 1h, 2010; and
WHEREAS, an amendment to the Countywide Planning Policies was
presented by a Kitsap County Commissioner at the Kitsap Regional Coordinating
Council Board meeting on December 1h, 2010; and
WHEREAS, Mayor Coppola issued a letter dated January 19, 2011 to the
Kitsap Regional Coordinating Council Board explaining the City of Port Orchard's
opposition to the revisions proposed in the amendment; and
WHEREAS, at a regularly scheduled City Council meeting held on
January 25, 2011, the City Council discussed these proposed amendments; and
WHEREAS, the City Council does not agree with the Kitsap County
Commissioner amendment to add the language", and six year Capital Facility Plans" to
the end of Element B-3, Urban Growth Areas, Sub-Section C; and
WHEREAS, the City Council does not agree with the Kitsap County
Commissioner amendment to remove the language "the intent" from the end of Element
B-4, Urban Growth Areas, Sub-Section A; and
WHEREAS, the City Council does not agree with the Kitsap County
Commissioner amendment to change the language in Appendix C-s Urban Growth
Management Agreements from "pre-annexation plans" to "annexation plans"; and
WHEREAS, the City Council does not agree with the Kitsap County
Commissioner amendment to change the language in Appendix C-s Urban Growth
Management Agreements subsection D, by removing the language "City led" and ",as
appropriate" and replacing the language with "for the 20 year planning horizon"; now,
therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD,
WASHINGTON, HEREBY RFSOLVES AS FOLWWS:
THAT: The City Council of the City of Port Orchard does hereby
formally request that the Kitsap Regional Coordinating Council
Board remove the December 7, 2010 Kitsap County Commissioner
proposed amendments to the Countywide Planning Policies ,
Element B-3, Element B-4, and Appendix C-s.
