015-11 - Resolution - Reports and Information Relating to NPDES PermitIntroduced by: Public Works Director Requested by: Public Works Director Drafted by: Assistant City _ Engineer Introduced: May 10, 2011 Adopted: May 10, 2011 RESOLUTION NO. 015-11 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO SIGN CERTAIN REPORTS AND INFORMATION RELATING TO THE CITY'S NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT WHEREAS, the City of Port Orchard is subject to the National Pollutant Discharge Elimination System (NPDES) general permit for small municipal separate storm sewers in Western Washington; and WHEREAS, section G19 of the NPDES permit requires that all reports required by the permit and information requested by the Washington Department of Ecology must be signed by the City's ranking elected official or by a duly authorized representative of that person; and WHEREAS, pursuant to Resolution No. 029-09 the City Council designated the Assistant City Engineer as the person duly authorized to sign the annual report required by the NPDES permit; and WHEREAS, the Director of Public Works has recommended that in in order to promote an efficient and effective process for completing and submitting other reports and information requested by the Department of Ecology relating to the NPDES permit that the Director of Public Works be designated as the person duly authorized to sign all such reports and requests for information, other than the annual reports and the renewa~ applications; now, therefore; THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: THAT: The City Council hereby designates the Director of Public Works as the City's authorized representative with authority to sign those reports and information requested by the Department of Ecology relating to the City's NPDES permit, except for renewal applications and annual reports.
