030-12 - Resolution - Design Review Board Recommendation for Project Located at 715 Bay StreetIntroduced by: Development Director Requested by: Development Director Drafted by: Development Director Introduced: October 9, 2012 Adopted: October 9, 2012 RESOLUfiON NO. 030-12 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, APPROVING THE DESIGN REVIEW BOARD RECOMMENDATION FOR PROJECT DRB-003-12 LOCATED AT 715 BAY STREET WHEREAS, The Design Review Board is appointed by the Mayor and tasked by the City Council to provide input into issues related to architectural design; and WHEREAS, The Design Review Board makes recommendations to the City Council as appropriate in conformance with Port Orchard Municipal Code Chapter 2.20; and · WHEREAS, The City in conformance with the City of Port Orchard Municipal Code and as outlined Chapter 2.78, has created a Design Review Board (DRB) consisting of a minimum of five and maximum of seven members of the public; and WHEREAS, the Design Review Board of the City of Port Orchard, Washington, based upon the findings and conclusions in Design Review Board Resolution 001-12, recommended approval to the City Council for the proposed project DRB-003-12located at 71S Bay Street; and WHEREAS, on October 9, 2012, in an effort to accommodate the conditions identified within Design Review Board Resolution No. 001-12, the Applicant submitted to City Council a revised drawing depicting slight modifications to the North Fa<;ade including an arched parapet as depicted in Exhibit A-s; and WHEREAS, the City Council, upon review of the October 9, 2012 revised Exhibit A-s, determined that the alternation the Applicant submitted to City Council was consistent with the design and building standards set forth within the Port Orchard Municipal Code Sections 16.20.200 through 16.20.231; and now, therefore; THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: THAT: the Port Orchard City Council hereby adopts the findings and conclusions of Design Review Board Resolution DRB-001-12, as their own, and approves project DRB-003-12 located at 71S Bay Street, as depicted in Exhibits A.1. -A.4.1. Resolution No. 030-12 Page 2 of 6 with the alteration to the North Fac;ade as depicted in Exhibit A-s. THAT: The Council adopts the above recitals as supplemental findings and conclusions. IJI ~ ~ ~ project COMMENTARY The site is currently occupied by a building that comprises at least two historic. formerly waterfront structures and a more recent addition. Over the course of the building's history the actual waterfront has been filled in around the building and has thus moved from the Bay St. curb (formerly a sea wall) to its present location facing the marina. The most recent occupancy was a night club after which the build ing has remained unoccupied. The current proposal is for an 'open air' Public Market that would be in keeping with other traditional sheltered but open markets in the Puge.t Sound area such as the Pike Place Public Market in Seattle and the Farmer's Market in Olympia. Th is new and exciting market place would have three permanent anchor tenants including a Fresh Fish Market, a local brewery/tasting room and a possible butcher or bakery as well as a host of other tenants arrayed in open booths. These might include seasonal vegetable sellers, food venders, a C<Jffee shop and venders dedicated to local arts and crafts. It is hoped that a market such as this would become a. draw for other businesses seeking to take advantage of Por-t Orchard's beautiful waterfront and the already high trip count along Bay Street.
