018-13 - Resolution - Software and Hardware Products and Services for Final Utility BillingRESOLUTION NO. 018-13 Introduced by: Treasurer Requested by: Treasurer Drafted by: Treasurer Reviewed by: N I A Introduced: August 27, 2013 Adopted: August 27, 2013 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, AUTHORIZING SOFIWARE AND HARDWARE PRODUCTS AND SERVICES FOR DISSEMINATION OF FINAL UTIUTY BILLING AND LIEN INFORMATION TO ASSIST WITH THE COMPLIANCE OF RCW 60.80.020 WHEREAS, the City seeks to gain efficiencies, reduce staff time, and provide up-to-date and timely information to its citizens, customers, and people doing business in the city, including title and escrow providers; and WHEREAS, RCW 60.80.020 requires the City to perform certain Utility Duties including providing estimated or actual final billing statements to the requesting party within seven business days if received by written request or within three days if the request was sent by facsimiles or delivered by messenger; and WHEREAS, Webcheck is a Washington corporation that provides Internet based computer software applications compatible with the City's Springbrookâ„¢ financial software offering a bundled system calculating final utility billing and lien information delivery and retrieval services made available only to title insurance companies, escrow companies and other persons or entities with whom Port Orchard may choose; and WHEREAS, the City of Port Orchard desires to utilize Webcheck software and hardware products and services to improve the City's dissemination of final utility billing and lien information to title and escrow companies; now, therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON,HEREBYRESOLVESASFOLLOWS: THAT: The Mayor is authorized to sign the Webcheck Final Utility Billing and Lien Information Access Agreement PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested by the Clerk in authentication of such passage this 2~ day of August 2013.
